CITY OF <br />CEiARLOTTESVILLF. AS FOLLOWS: <br />1. T-i:at i- a hereby found and determined that the <br />Project is a slum, blighted or deteriorating area <br />and qualifies as an eligible Project area under <br />`,_title 7, Section 36-49 of Title 36, as amended, <br />of the Code of Virginia. <br />2. <br />That said Redevelopment Plan for the Project afore- <br />mentioned, having been duly reviewed and considered, <br />is hereby approved, and the City Clerk be and is <br />hereby directed to file said copy of said Redevelop- <br />ment Plan with the minutes of the meeting. <br />3. <br />That it is hereby found and determined that objectives <br />of the Redevelopment Plan cannot be achieved through <br />rehabilitation of the Project area. <br />4. <br />That it is hereby found and determined that the Rede- <br />volopment Plan for the Project area conforms to the <br />general plan of the City of Charlottesville. <br />5. <br />That it is hereby found and determined that the finan- <br />• <br />cial aid provided and to be provided pursuant to said <br />contract for Federal financial assistance pertaining <br />to the Project is necessary to enable the Project to <br />be undertaken in accordance with the Redevelopment Plan <br />for the Project area. <br />6. <br />That it is hereby found and determined that the above- <br />mentioned Redevelopment Plan for theRedevelopmentArea <br />will afford maximum opportunity, consistent with the <br />sound needs of the Locality as a whole, "or the rede- <br />velopment of the Area by private enterprise. <br />7. <br />That it is hereby found and determined that the Rede- <br />velopment Plan for the Redevelopment Area gives due <br />cc::sideration to the provision of adequate park and re- <br />creational area and facilities as may be desirable for <br />neighborhood improvement, with special- consideration for <br />cite health, safety, and welfare of children residing <br />in t.:e.
