• <br />RESOLUTION <br />EXPRESSING THE INTENT OF COUNCIL <br />WITH REGARD TO THE <br />VINEGAR HILL HOTEL CONFERENCE CENTER PROJECT <br />WHEREAS, this Council has received and duly considered the <br />proposal of Messrs. Charles Bland and -Stanford Hoye for con- <br />struction of a hotel on the Vinegar Hill urban renewal site in <br />downtown Charlottesville; and <br />WHEREAS, the Council finds that substantial public benefits <br />would be derived from such a hotel; and <br />WHEREAS, the construction of a public conference center in <br />connection with this hotel would promote trade, commerce, tourism <br />and the general economic vitality of the City; and <br />WHEREAS, as need for additional public parking spaces exists <br />in the downtown area of the.city,;and such parking spaces.would <br />also benefit the general economy of the city and the convenience <br />of the public as well as serving the needs of the conference <br />center, the planned federal office building on the Vinegar Hill <br />site and other existing and future businesses; now, therefore, <br />be it <br />RESOLVED by the Council of the City of Charlottesville, <br />Virginia, that the Council hereby expresses its willingness and <br />intention to appropriate and expend city funds, in the approxi- <br />mate amount of six million dollars ($6,000,000.00), for the <br />construction of a conference center and parking garage facility <br />on the Vinegar Hill site. <br />BE IT FURTHER RESOLVED that the City Manager is authorized <br />to enter into negotiations with Messrs. Bland and Hoye, the <br />present owners of the Vinegar Hill site, and other necessary <br />parties to devise detailed arrangements for the transfer of land <br />or interests therein, the financing, design and construction of <br />the hotel, the conference center and the parking garage and <br />related facilities. In connection therewith the City Manager is <br />directed to employ such expert financial, legal, engineering, <br />architectural and other assistance as may be necessary to <br />prepare.aareements and documents encompassing the respective <br />rights and obligations of the parties. <br />All such agreements and other documents shall be subject to <br />this Council's approval, and the commitment of city funds to the <br />project shall be conditioned upon the full approval of the Council <br />and all other necessary parties. <br />0 <br />
