W �Zg <br />• <br />RESOLUTION <br />WHEREAS, the Governor of Virginia has designated the Counties of <br />Albemarle, Culpeper, Fauquier, Fluvanna, Greene, Louisa, Madison, Nelson, <br />Orange and Rappahannock and the City of Charlottesville as the Piedmont <br />Service Delivery Area, and <br />WHEREAS, implementation of the Job Training Partnership Act requires <br />that local governments and the Private Industry Council agree on the <br />following issues: <br />1. a procedure for the preparation and joint submission of <br />an annual plan for activities to be carried out with Job <br />Training Partnership Act funds, and <br />2. the designation of a grant recipient and administrative <br />agent and the duties and responsibilities of the grant <br />recipient and of the administrative agent, and <br />3. a procedure for assigning liability for disallowed costs <br />arising from Job Training Partnership Act program activi- <br />ties or administration, and <br />4. a procedure for local governments to make appointments of <br />individuals to serve on the Private Industry Council; <br />NOW, THEREFORE, BE IT RESOLVED that the Counties of Albemarle, Culpeper, <br />Fauquier, Fluvanna, Greene, Louisa, Madison, Nelson, Orange and Rappahannock <br />and the City of Charlottesville agree to establish a policy board consisting <br />of one member from each of these eleven jurisdictions. The Policy Board <br />will act on behalf of these jurisdictions in carrying out the responsibili- <br />ties and duties of the eleven jurisdictions under the Job Training Partner- <br />ship Act; and <br />BE IT FURTHER RESOLVED that this Policy Board shall be known as the <br />Piedmont Policy Board; and <br />BE IT FURTHER RESOLVED that a quorum of the Piedmont Policy Board shall <br />be four members from the six jurisdictions of Planning District 10 and four <br />members from the five jurisdictions in Planning District 9, and that all <br />actions of the Policy Board shall be decided by two-thirds of the members <br />present and voting; and <br />
