• RESOLUTION AUTHORIZING THE PURCHASE OF REAL ESTATE <br />BY REGION TEN COMMUNITY SERVICES BOARD,, <br />THE APPLICATION AND ACCEPTANCE OF A LOAN, <br />AND THE EXECUTION OF RELATED DOCUMENTS <br />RECITALS <br />Region Ten Community Services Board, an agency formed <br />pursuant to Section 37.1-194 et sea. of the Code of Virginia of <br />1950, as amended, by the City of Charlottesville, and the <br />Counties of Albemarle, Nelson, Greene, Fluvanna and Louisa, <br />Virginia, all political subdivisions of the Commonwealth of <br />Virginia ("Region Ten"), presently contracts with the City of <br />Charlottesville to manage Charter House, the shelter for homeless <br />alcoholics, presently located at 1014 East Market Street in the <br />City of Charlottesville. <br />Charter House has been filled to capacity since it <br />opened and is in need of expansion in order to meet the needs of <br />the community for substance abuse services. In furtherance of <br />its public purpose of establishing, maintaining and promoting the <br />development of substance abuse services, on February 13, 1989, <br />Region Ten held a regularly scheduled meeting and voted to <br />• acquire the Charter House property, namely, 1014 East Market <br />Street presently owned by the Swannanoa Land Trust and an <br />adjacent parcel of land from the Charlottesville Industrial <br />Development Authority for the purpose of providing room for <br />expansion (collectively referred to as the "Properties"), and to <br />undertake a rehabilitation and expansion project. The purchase <br />price on the present Charter House location is $61,500.00, and <br />the purchase price on the adjacent parcel of land is $9,825.00. <br />WHEREAS, after careful consideration of furtherance of <br />the foregoing purpose, NOW THEREFORE, BE IT RESOLVED BY THE <br />COUNCIL FOR THE CITY OF CHARLOTTESVILLE, VIRGINIA, THAT: <br />1. In furtherance of the public purpose of <br />establishing, maintaining and promoting the development of <br />substance abuse services and facilities available to serve the <br />community, and to carry out its function more effectively, the <br />purchase by Region Ten of the Properties for the purchase price <br />of $61,500.00 for the Charter House property located at 1014 East <br />Market Street, Charlottesville, Virginia, and the purchase price <br />of $9,825.00 for the adjoining parcel of land, is hereby <br />authorized, ratified and confirmed. <br />2. The Executive Director of Region Ten is hereby <br />authorized to execute on behalf of Region Ten any documents <br />necessary to evidence the purchase of each of the Properties upon <br />• such terms and conditions as the Board of Directors of Region Ten <br />1 <br />
