• RESOLUTION <br />AMENDMENTS TO RESOLUTION DATED JUNE 4, 1984 <br />CONCERNING THE YOUTH COMMISSION <br />WHEREAS, the Charlottesville City Council is committed to the <br />identification, development and delivery to children and youth in <br />the City of Charlottesville such services that will improve the <br />quality of life, enhance wholesome personal development, and <br />prevent juvenile delinquency; and <br />WHEREAS, the citizens of the City of Charlottesville have a <br />vested interest in the development of positive attributes in their <br />children and youth, and citizen participation is acknowledged as <br />beneficial to the planning, development, and coordination of <br />services for children and youth; and <br />WHEREAS, the Delinquency Prevention and Youth Development Act <br />passed by the Virginia General Assembly in 1979 endorses the <br />establishment of a Children and Youth Services Board; and <br />WHEREAS, representatives of the Charlottesville City Council <br />and the Albemarle County Board of Supervisors are recommending that <br />the City of Charlottesville expand its Youth Commission to include <br />representation of and service to Albemarle County; now, therefore, <br />• BE IT RESOLVED by the Council of the City of Charlottesville <br />that a resolution dated June 4, 1984 concerning the Youth <br />Commission of the City of Charlottesville is hereby amended as <br />follows: <br />1. The Youth Commission shall be expanded to include citizen <br />representation from Albemarle County and the name of the Youth <br />Commission shall be changed to the Charlottesville/Albemarle <br />Children and Youth Commission. <br />2. The membership of the Commission shall be increased to <br />thirteen citizens, six of whom are to be appointed by the City <br />Council and seven of whom are to be appointed by the Albemarle <br />County Board of Supervisors according to a separate agreement <br />attached hereto. The Mayor is hereby authorized to execute said <br />agreement in the same or substantially same form as approved by the <br />City Attorney. A majority of the members are not to be elected <br />officials of either government nor employed by either government <br />nor by any service agency; and at least one member and preferably <br />two members from each jurisdiction shall be below eighteen years of <br />age. No person, title, or agency shall be appointed to a permanent <br />position on the Commission. Adult members of the commission shall <br />be appointed for terms of three years and eligible to serve two <br />consecutive terms; initial appointments shall be staggered for <br />continuity. Youth members of the Commission shall be appointed to <br />• a one year term and subject to reappointment. <br />
