• 3. The Charlottesville/Albemarle Children and Youth <br />Commission shall derive its authority from, and be administered by, <br />the Charlottesville City Council and the Albemarle County Board of <br />Supervisors, and shall function in an advisory capacity in the <br />establishment of goals and objectives, and in the supervision and <br />administration of the Office of Children and Youth in compliance <br />with all "Minimum Standards for the Delinquency Prevention and <br />Youth Development Act Grants". <br />4. The responsibilities of the Commission shall include but <br />not be limited to: <br />a) Evaluating and monitoring current service delivery systems <br />of children and youth agencies to assure greater coordination and <br />communication within the community; <br />b) Recommending any additions, deletions or changes in laws, <br />policies, or procedures that will improve the community conditions <br />for children and youth development; <br />c) Acting as an advocate for the improvement of children and <br />youth services and encouraging the involvement of the community in <br />the solutions to identified problems; <br />d) Providing a program of public education about the needs <br />• and problems of children and youth in the community; <br />e) Participating with community representatives in the <br />formulation of a comprehensive plan for the development, <br />coordination, and evaluation of the children and youth services <br />program and making formal recommendations to the governing <br />authority at least annually concerning the comprehensive plan and <br />its implementation during the ensuing year. <br />5. The Charlottesville/Albemarle Children and Youth <br />Commission shall assist the City Manager and County Executive in <br />the supervision, administration, and evaluation of the Office on <br />Children and Youth. The Office shall implement strategies to <br />accomplish the goals and objectives as established by the <br />Commission, City Manager, and the County Administrator. Initially, <br />the Office of Children and Youth shall be staffed by a full time <br />program manager and a half time position. These positions will be <br />classified and titled by the City Manager's Office in conjunction <br />with the Department of Human Resources. <br />6. The Charlottesville City Council shall fund its share of <br />the required local match (a proportionate share of twenty-five <br />percent (25%) of the total program cost) for grants awarded <br />pursuant to Title 66, Chapter 3, Section 66-31 of the Code of <br />Virginia (1990). <br />• 7. The effective date of this resolution is December 1, 1990 <br />and the terms of any new members appointed to the Youth Commission <br />pursuant to this resolution shall not begin until that date. <br />
