City of Charlottesville <br />Gas Division <br />ANTI-DRUG PROGRAM <br />EFFECTIVE: August 20, 1990 <br />POLICY STATEMENT <br />The Purpose of this policy is to establish procedures for the <br />administration of the Department of Transportation (DOT) anti-drug <br />program pursuant to the Pipeline Safety Regulations, code of <br />Federal Regulations, Title 49 (49 CFR), Part 199. Part 199 requires <br />operators of gas systems to have an anti-drug program for persons <br />who perform on these facilities operating, maintenance, or <br />emergency -response functions covered by the DOT pipeline safety <br />standards in 49 CFR Part 192, 193, or 195. <br />Any job applicant applying for a position covered in this policy <br />who refuses or fails a pre-employment drug test will not be hired. <br />Any employee covered by this policy who refuses or fails a drug <br />test will immediately be removed from the operating, maintenance, <br />or emergency -response functions covered by the DOT pipeline safety <br />• standards in 49 CFR Part 192, 193, or 195. Any employee covered by <br />this policy who refuses or fails a drug test may receive <br />disciplinary action, up to and including termination. <br />PROCEDURE <br />1. Employee Categories <br />a) Testing Program - The following employee positions are subject <br />to drug testing as outlined in this policy: <br />All Gas Division Employees <br />b) Employee Assistance Program (EAP) Training - The following <br />management positions shall receive EAP training for detecting <br />symptoms of drug use: <br />Gas Superintendent <br />Assistant Gas Superintendent/ Chief Gas Engineer <br />Gas Operations Supervisor <br />Gas Marketing Supervisor <br />Gas Engineer <br />Gas Training Supervisor <br />Gas Service Supervisor <br />General Maintenance Supervisor <br />• Gas Maintenance Crew Supervisor <br />Gas Line Inspector <br />Gas Line Mechanic II <br />Chief Gas Dispatcher <br />
