lJ <br />RESOLUTION OF SUPPORT <br />FOR PHASE I OF <br />THE THOMAS JEFFERSON STUDY TO PRESERVE AND ASSESS <br />THE REGIONAL ENVIRONMENT: <br />CAPACITY ANALYSES OF GREENE, ALBEMARLE, NELSON, LOUISA AND <br />FLUVANNA COUNTIES AND THE CITY OF CHARLOTTESVILLE <br />WHEREAS, a high quality of air, land and water resources must <br />be preserved to maintain the existing quality of life now found <br />in the Planning District; and <br />WHEREAS, the knowledge of the environmental limitations on <br />development is crucial to protect the health, welfare and <br />safety of all the residents of the Thomas Jefferson Planning <br />District; and <br />WHEREAS, TJSPARE will assess the significant environmental <br />resources of the region to determine their limitations; and <br />WHEREAS, the Thomas Jefferson Study to Preserve and Assess the <br />Regional Environment (TJSPARE) will determine the quantity and <br />• quality of development which can be sustained without <br />degradation of the environment; and <br />WHEREAS, the development of capacity analyses to predict the <br />future land use of the region is necessary to project future <br />resource demand; and <br />WHEREAS, the projection of future demand is necessary to <br />predict impact on existing resources; and <br />WHEREAS, the information gained through TJSPARE will be passed <br />on to local governments to protect their natural resources. <br />NOW, THEREFORE, BE IT RESOLVED that the Charlottesville City <br />Council supports the application of the Thomas Jefferson <br />Planning District to develop capacity analyses to provide <br />information to localities so that they may wisely manage their <br />natural resources. <br />Approved by Council <br />September 3, 1991 <br />� L <br />9? rk of City Coun it <br />-6-49 <br />
