• RESOLUTION <br />TO RESTRUCTURE THE COMMUNITY ATTENTION PROGRAMS <br />A DIVISION OF THE CHARLOTTESVILLE <br />DEPARTMENT OF SOCIAL SERVICES <br />WHEREAS, the Community Attention. programs, the City's locally <br />operated community-based residential and family -based programs for <br />adolescents have served the City of Charlottesville and its youth <br />well for nearly 20 years; and <br />WHEREAS, the needs and complexities of problems of <br />Charlottesville youth and their families continue to grow; and <br />WHEREAS, the Charlottesville City Council is committed to <br />maximum efficiency and cost effectiveness in youth services <br />delivery, consistent with responsive and effective services for <br />youth and their families; and <br />WHEREAS, the needs are increasing while available revenue to <br />meet the needs is decreasing; and <br />WHEREAS, the State policy trend is toward diminished services <br />for youth in residential settings; more services to youth in their <br />families and other less restrictive settings; less services in <br />state facilities and more services in local communities; and <br />• WHEREAS, locally operated programs need to be modified to meet <br />the changing fiscal climate; and <br />WHEREAS, the proposed restructuring will result in an increase <br />in service capacity from 47 youth slots to 50 youth slots while <br />decreasing costs by $194,248 in Fiscal Year 1992 compared with <br />Fiscal Year 1991; <br />NOW, THEREFORE, BE IT RESOLVED, that the Council of the City <br />of Charlottesville supports the proposed restructuring of the <br />Community Attention programs which will consolidate its existing <br />two group homes into one, and expand the Family Group Homes and <br />Community Supervision services; and, <br />BE IT FURTHER RESOLVED, that the Department of Youth and <br />Family Services and the Commonwealth of Virginia are requested to <br />give sufficient resources to local programs to support the <br />community based services which will be needed to reduce the number <br />of youth served in state programs and facilities. <br />Approved by Council <br />June 17, 1991 <br />• ?-6-36 <br />< of City Council <br />
