lJ <br />11 <br />A RESOLUTION <br />PROPOSING THE AMENDMENT OF CITY ZONING REGULATIONS <br />AND THE ADOPTION OF A NEW CITY ZONING MAP <br />WHEREAS, the public necessity, convenience, general welfare <br />and good zoning practice require the City Council to consider <br />amendments to the zoning regulations contained in Chapter 34 of the <br />Code of the City of Charlottesville, and to consider a <br />comprehensive rezoning of the City through the adoption of a new <br />zoning map, both of which have been reviewed and recommended by the <br />Planning Commission of the City of Charlottesville; and <br />WHEREAS, the creation of a new R-lA District will: <br />(1) Protect against overcrowding of land and undue density of <br />population; <br />(2) Promote convenience of access and reduce or prevent congestion <br />in the public streets; <br />(3) Facilitate the creation of a convenient, attractive and <br />harmonious community; and <br />WHEREAS, revised height, bulk and development regulations in <br />the B-4, B-5 and B-6 Districts will promote those same purposes and <br />also encourage economic development activities; and <br />WHEREAS, the <br />and architectural <br />Entrance Corridor <br />destruction of or <br />and <br />complete revision of the historic preservation <br />design control ordinance and the creation of <br />Historic Overlay Districts will protect against <br />encroachment upon historic areas and properties; <br />WHEREAS, the adoption of a new zoning map with the rezonings <br />indicated therein is proposed after consideration of the factors in <br />Virginia Code section 15.1-490 ("Matters to be considered in <br />drawing and applying zoning ordinances and districts") and in <br />furtherance of those purposes stated in Virginia Code sections <br />15.1-489 and 15.1-491(g); and <br />WHEREAS, the proposed rezonings will promote greater <br />conformity between the zoning of property, the adopted/land use <br />plan and the actual existing uses of property; <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville that: <br />1. The new zoning map dated February 12, 1991 and the <br />amendments to the zoning and subdivision ordinances, as set forth <br />in the "Comprehensive Zoning and Subdivision Text Amendments - <br />Official Text", dated March 12, 1991 and attached to this <br />
