RESOLUTION <br />WHEREAS, The week of April 1 - 7, 1991 has been designated as National <br />• Community Development Week; and <br />WHEREAS, the City of Charlottesville is a participant in the Community <br />Development Block Grant (CDBG) Program which funds a myriad of physical <br />programs such as sidewalk improvements, drainage improvements, handicapped <br />access improvements, street improvements, and housing programs including the <br />Homeowner Rehabilitation Program, the Weatherization Program, the Downpayment <br />and Closing Cost Assistance Program and the Housebank Program; and <br />WHEREAS, the City through the CDBG Program funds economic development programs <br />such as the Minority Business Program; and social service programs such as the <br />Monticello Area Action Agency's Housing Counseling Program, Health Department's <br />Resource Mothers Program, and Piedmont Council of the Arts' Arts Live Theatre, <br />and the Fifeville Summer Reading Program; and <br />WHEREAS, the City of Charlottesville has six CDBG Target Neighborhoods. Three <br />of which, the Starr Hill Neighborhood; the Belmont Neighborhood; and currently <br />the Fifeville Neighborhood, have been the focus of a comprehensive <br />revitalization. <br />WHEREAS, in Charlottesville and in communities throughout the nation, seventeen <br />years of Community Development Block Grant funding has developed a strong <br />working network of relationships between our. local government, residents of <br />Community Development target neighborhoods, and the many nonprofit agencies <br />which provide services and help make possible our commitment to those <br />• neighborhoods; and <br />WHEREAS, the City of Charlottesville recognizes that the Community Development <br />Block Grant Program is a partnership of federal and local governments as well <br />as nonprofit and community efforts, and the services funded by the CDBG Program <br />rely heavily on the dedication and goodwill of our combined efforts; <br />NOW, THEREFORE, BE IT RESOLVED that during National Community Development Week <br />1991, the City of Charlottesville will give special thanks and recognition to <br />all participants whose hard work and devotion to the neighborhoods and their <br />low and moderate income residents help insure the quality and effectiveness of <br />the Community Development Block Grant Program; and <br />• <br />BE IT FURTHER RESOLVED that the City of Charlottesville hereby joins the <br />service providers and others in petitioning the U.S. Congress and <br />administration to recognize the outstanding work being done locally and <br />nationally by the Community Development Block Grant Program, and its vital <br />importance to the community and to the people who live in its low income <br />neighborhoods; and <br />BE IT FURTHER RESOLVED that copies of this resolution be conveyed to the <br />appropriate elected and appointed officials in the federal government and that <br />this community's name and the names of its nonprofit service providers be added <br />to the roll of those committed to the preservation and full funding of the <br />Community Block Grant and maintenance of its essential features over the course <br />of the next Congress. <br />Rev.
