RESOLUTION <br />• APPROVING A SPECIAL USE PERMIT <br />TO DR. STEPHEN EPSTEIN <br />FOR OPERATION OF A VETERINARY HOSPITAL <br />IN THE IVY SQUARE SHOPPING CENTER <br />WHEREAS, Dr. Stephen Epstein, on behalf of Ivy Square Land <br />Trust, owner of Unit #2, 2125 Ivy Road, in the Ivy Square Shopping <br />Center, has requested a special use permit to operate a veterinary <br />hospital at that location; this property being further identified <br />as Parcel 1.3 on City Real Property Tax Map 7, having approximately <br />229 feet of frontage on Ivy Road and containing approximately <br />58,211 square feet of land or 1.34 acres; <br />WHEREAS, following a joint public hearing before this Council <br />and the Planning Commission, duly advertised and held on August 10, <br />1993, this Council finds that such use will conform to the criteria <br />applicable to special permits generally under Chapter 34 of the <br />City Code; now, therefore <br />BE IT RESOLVED by the Council of the City of Charlottesville, <br />Virginia that a special use permit is hereby granted to Dr. Stephen <br />Epstein for operation of a veterinary hospital in Unit #2 of the <br />Ivy Square Shopping Center, 2125 Ivy Road. <br />• The approval of this special use permit is conditioned upon <br />the following: <br />1. Administrative approval of the final site plan with all <br />necessary data shown on the final plan; and, to the extent <br />reasonably practical, this final plan shall be coordinated <br />with the revised site plan for Foods of All Nations. <br />2. Completion of the following specific improvements to address <br />the issues of sound, odor, and waste management: <br />A. Sound <br />(1) Existing fire walls on three sides, glass front, slab <br />concrete flooring, and no unit above this unit. <br />(2) New heavily insulated drop -ceilings to be installed. <br />Additional nine -inch roll insulation in pet hospitalization <br />areas, which will be located in the rear of the unit. <br />B. Odor <br />(1) Electronic air filtration system to eliminate all odor. <br />(2) Calcium carbonate scavenger system on all anesthetic <br />machines. <br />(3) Seven and one half ton four CPM HVAC to provide more than <br />adequate ventilation to the 1,800 square feet of space. <br />• Page 1 <br />
