PROCLAMATION <br />• WHEREAS, in the Commonwealth of Virginia, 24,184 women and 6,851 <br />children sought domestic violence services from June 1991 to June 1992; <br />and <br />WHEREAS, the Charlottesville community is committed to restoring the <br />right to freedom from fear in our own homes; and <br />WHEREAS, in our quest to impose sanctions on those who break the law <br />by perpetrating violence, we must also meet the needs of battered women <br />and their children who often suffer grave financial, physical, and <br />psychological losses; and <br />WHEREAS, the crime of domestic violence violates an individual's <br />privacy, dignity, security, and humanity; and <br />WHEREAS, the impact of domestic violence is wide-ranging, directly <br />affecting women and children and society as a whole, crossing all <br />economic, racial, and societal boundaries; <br />NOW, THEREFORE, we, the City Council of the City of Charlottesville, <br />Virginia, do hereby proclaim the month of October 1993 As DOMESTIC <br />VIOLENCE AWARENESS MONTH and urge all citizens to actively participate in <br />the scheduled activities and programs sponsored by the Shelter for Help in <br />Emergency to work toward the elimination of personal and institutional <br />• violence against women. <br />Signed and sealed this 20th day of September, 1993. <br />Thomas J.
