Ll <br />U <br />SECTION S. PERFORMANCE EVALUATION <br />A. The City Council shall review and evaluate the performance <br />of the Manager at least once during the initial term and each <br />renewal term of this agreement. The review and evaluation shall be <br />in accordance with specific criteria to be developed jointly by the <br />City Council and the Manager. <br />B. Annually, during the term of this agreement and any <br />renewals thereof, the City Council and Manager shall define goals <br />and performance objectives for the proper operation of the City and <br />the fulfillment of the Council's policies. They shall further <br />establish priorities among those goals and objectives, which shall <br />be agreed upon in writing. <br />SECTION 9. HOURS OF WORK AND LIMITATIONS ON OTHER EMPLOYMENT <br />It is recognized that the Manager must devote a great deal of <br />time outside the normal office hours of the City, and to that end <br />the Manager will be allowed periodically to,take time off during <br />normal office hours. The Manager shall not engage in any business <br />activity for compensation and shall not engage in teaching, <br />consulting, or other non -city connected activities for compensation <br />without the prior approval of Council. <br />SECTION 10. EXPENSE STIPEND <br />The City and the Manager have previously entered into an <br />agreement dated January 11, 1985, which was adopted by reference in <br />a subsequent contract between the parties dated May 16, 1988, <br />relating to their joint lease of a motor vehicle for the Manager's <br />use. Those payments shall continue until the existing automobile <br />lease expires. Thereafter, in lieu of a joint lease arrangement <br />the City Manager shall receive a monthly expense stipend of <br />$250.00, which shall be fully taxable as salary. <br />SECTION 11. VACATION AND SICK LEAVE BENEFITS <br />The Manager shall be entitled to four weeks annual leave with <br />a maximum accrual of six weeks, and shall accrue three weeks sick <br />leave each year with no maximum accrual. He shall be entitled to <br />any other categories of leave and paid holidays on the same basis <br />as other City employees. <br />SECTION 12. INSURANCE BENEFITS <br />A. The City will provide health care insurance for the <br />Manager equal to that provided to other full time employees of the <br />City. <br />Page 4 <br />
