• RESOLUTION <br />WHEREAS, federal operating assistance to small urbanized areas in <br />Virginia has been subject to the Governor's discretion in lieu of the <br />federal apportionment, and <br />WHEREAS, a technical amendment to the Intermodal Surface <br />Transportation Efficiency Act (ISTEA) provides that areas designated as <br />Transportation Management Areas (TMAS) must receive the amount <br />listed in the Federal Apportionment. <br />WHEREAS, the implications of the designation of the Petersburg area <br />as a TMA in the last hours of the previous Governor's term are now <br />clear and represent a dramatic decrease in state and federal financial <br />support for other small urbanized area transit systems, and <br />• WHEREAS, City Council recognizes the importance of state and <br />federal assistance to maintain efficient and effective operation of CTS <br />and JAUNT, the two transit systems serving the Charlottesville area, <br />NOW THEREFORE BE IT RESOLVED that the Charlottesville City <br />Council requests Governor Allen to reconsider the Petersburg area <br />designation and direct the appropriate federal authorities to withdraw <br />the designation, restoring the state formula fund distribution, and <br />BE IT FURTHER RESOLVED that if the designation is not <br />withdrawn, the Charlottesville City Council respectfully requests <br />Governor Allen to seek funding to hold the other transit operators <br />harmless by supplementing the loss of federal funds with State funds. <br />SIGNED: DATE: <br />erk of City Council <br />
