• <br />December 16, 1996 <br />RESOLUTION <br />AMENDING THE SPECIAL PERMIT TO ST. ANNE'S-BELFIELD UPPER SCHOOL <br />FOR EXPANSION OF THE SCHOOL AT 2132 IVY ROAD <br />WHEREAS, St. Anne's -Belfield, Inc., owner of St. Anne's - <br />Belfield Upper School, located at 2132 Ivy Road, has requested an <br />amended special permit to expand the school by adding an indoor <br />activities building with site alterations and off-street parking. <br />This property is further identified on City Real Property Tax Map <br />#7 as parcel 1.10, having approximately 600 feet of frontage on Ivy <br />Road, 40 feet of frontage on Twyman Road, and containing <br />approximately 915,631 square feet of land, or 21 acres; <br />WHEREAS, following a joint public hearing before this Council <br />and the Planning Commission, duly advertised and held on November <br />12, 1996, this Council finds that such use will conform to the <br />criteria applicable to special permits generally under Chapter 34 <br />of the City Code; now, therefore, <br />BE IT RESOLVED by the Council of the City of Charlottesville, <br />Virginia that St. Anne's -Belfield, Inc. is hereby granted a special <br />use permit to allow expansion of St. Anne's -Belfield Upper School <br />is <br />at 2132 Ivy Road, by the addition of a 10,162 sq. ft. indoor <br />activities building and 39 off-street parking spaces and related <br />site alterations, pursuant to City Code section 34-139. <br />This special permit is subject to the following conditions: <br />1. Administrative approval of the final revised site plan <br />including an additional 39 off-street parking spaces and <br />circulation changes, as well as tree cover data for the entire <br />site. <br />2. In lieu of closing and securing the rear parking lot <br />after 6:00 p.m., the School shall take all necessary and reasonable <br />actions to prevent the unauthorized use of the parking lot after <br />regular school hours. <br />3. All campus lighting shall be fully shielded from adjacent <br />residential neighborhoods. <br />4. Review and approval of a grading and soil erosion/ <br />sediment control plan, with required bonding, prior to final site <br />plan approval. <br />5. Closing of the Twyman Road access for all hours other <br />than 9:00 a.m_ to 2:00 p.m. on school days, in order to reduce <br />• traffic and speeding through the neighborhood. The school shall <br />inform the parents and students of this restriction, and shall <br />control vehicular and pedestrian access to and from Twyman Road <br />
