11 <br />that: <br />DECLARATION OF LOCAL EMERGENCY <br />IN THE CITY OF CHARLOTTESVILLE <br />WHEREAS, the City Council of the City of Charlottesville, Virginia does hereby find <br />Due to the heavy rain, wind and flooding from tropical storm <br />Fran, the City of Charlottesville faced a condition of extreme peril <br />of life and property which necessitates the proclamation of the <br />existence of a local emergency; <br />NOW, THEREFORE, IT IS HEREBY PROCLAIMED AND CONFIRMED that an <br />emergency existed throughout the City of Charlottesville effective September 6, 1996 at <br />6:00 a.m., through September 22, 1996; <br />IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said <br />emergency, the powers, functions, and duties of the Director of Emergency Services of the City <br />of Charlottesville were those prescribed by state law and the ordinances, resolutions, and <br />approved plans of the City of Charlottesville in order to mitigate the effects of said emergency <br />and that the City shall be eligible for appropriate aid and assistance. <br />Approved by Council <br />September 22, 1996 <br />C rk of City Council <br />u <br />
