RESOLUTION <br />• Commission on Children and Families <br />WHEREAS, the Charlottesville City Council is committed to improving services to <br />children, youth and families in Charlottesville; and <br />WHEREAS, the citizens of Charlottesville have a vested interest in strengthening <br />families and developing positive attributes in their children and youth; and <br />WHEREAS, the Charlottesville/Albemarle Children and Youth Commission was <br />established in 1990 to serve as a comprehensive planning, coordinating and evaluation body for <br />children and youth services for the City and the County; and <br />WHEREAS, the Community Policy and Management Team was established in 1993 to <br />serve the needs of troubled and at -risk youths and their families for the City and the County and <br />to maximize the use of state and community resources; and <br />WHEREAS, representatives of the Albemarle County Board of Supervisors and the <br />Charlottesville Cty Council are recommending that the County join with the City to form a <br />comprehensive planning, coordinating and evaluation body for children and family services <br />composed of citizens and human service directors; <br />• NOW THEREFORE, BE IT RESOLVED <br />1. That the Mayor of the City of Charlottesville be authorized to execute an agreement <br />with Albemarle County to establish a Commission on Children and Families (the "Commission") <br />whose sole responsibility shall be to plan, coordinate, monitor and evaluate a community -wide <br />system of all children and family agencies and programs. Such agreement shall contain <br />substantially the same terms as the attached draft agreement and be in a form meeting the <br />approval of the City and County Attorneys. <br />2. That the members of the Commission shall consist of seventeen (17) voting members: <br />Nine of the members shall be citizen representatives, four appointed by the City, four appointed <br />by the County and one jointly appointed service provider. Of the nine citizen members, at least <br />one appointee from each jurisdiction must be a parent and one must be a youth. Seven members <br />will be public agency administrators or their designees: two School Superintendents, two <br />Department of Social Service Directors, one Juvenile Court Director, one Health Department <br />Director, and one Community Service Board Director. One member will represent the <br />University of Virginia. In addition to the seventeen members, three ex officio members will <br />represent the City Manager's Office, the County Executive's Office and the United Way on the <br />Commission. <br />3. That upon the execution of an agreement by the City of Charlottesville and Albemarle <br />County establishing the Commission, the current Children and Youth Commission shall be <br />40 dissolved. <br />
