8. Whether or not the proposed relocation is the only practical means of saving the structure <br />• from demolition. <br />9. Whether or not the structure will be relocated to another site within the historic districts. <br />10. Move buildings only after all alternatives to retention have been examined. <br />Demolition and Removal of Properties Located in the West Main Street Design District and <br />Deemed "Noncontributing" <br />It is presumed that properties in the West Main Street District classified as <br />"noncontributing" by the BAR in Chapter 1 of the guidelines are of little or no historic, <br />architectural, or cultural significance and do not meet the other criteria that would have placed <br />such properties in the "contributing"cate og ry. <br />1. In light of this presumption, upon application the BAR shall grant a certificate of <br />appropriateness for demolition or removal of "noncontributing" properties unless the BAR <br />determines with reasonable justification that (a) the BAR was mistaken in making the initial <br />"noncontributing" classification or (b) there has been a significant change in circumstances since <br />• the initial classification which generates a need for the subject property to be preserved. If the <br />BAR makes either of these two determinations, an application shall be processed using the <br />criteria or guidelines related to demolition or removal of "contributing" properties. <br />2. When an anolicant annlies for a certificate of appropriateness to demolish or remove a <br />"noncontributingproperty", he or she may, but need not, furnish to the BAR or staff a structural <br />evaluation of the property by a qualified engineer and such requirement found in City Code 04- <br />576(5) when structural integrity is at issue, shall be and is herebv waived by the BAR for <br />"noncontributing properties" <br />Suggestions to Persons Contemplating the Moving of a Protected Property <br />1. Document the building thoroughly through photographs and, for especially significant <br />buildings, measured drawings according to Historic American Building Survey Standards. This <br />information should be retained by the City of Charlottesville Department of Planning and <br />Community Development and the Virginia Department of Historic Resources. <br />2. Contact the Virginia Department of Historic Resources first if the building is to remain listed <br />on the Virginia Landmarks Register and the National Register of Historic Places. <br />3.
