June 4, 1990 <br />• RESOLUTION <br />GRANTING SPECIAL PERMIT TO ST. ANNE'S BELFIELD UPPER SCHOOL <br />FOR EXPANSION OF THE SCHOOL AT 2132 IVY ROAD <br />WHEREAS, St. Anne's -Belfield, Inc., owner of St. Anne's Belfield Upper <br />School, located at 2132 Ivy Road, has requested a special use permit to expand <br />the school by adding an academic building with site alterations, which would <br />permit growth of approximately 93 students and 10 staff. This property being <br />further identified on City Real Property Tax Map N7 as parcel 1.10, having <br />approximately 600 feet of frontage on Ivy Road, 40 feet of frontage on Twyman <br />Road, and containing approximately 915,631 square feet of land, or 21 acres; <br />WHEREAS, following a joint public hearing before this Council and the <br />Planning Commission, duly advertised and held on April 10, 1990, this Council <br />finds that such use will conform to the criteria applicable to special permits <br />generally under Chapter 31 of the City Code; now, therefore, <br />BE IT RESOLVED by the Council of the City of Charlottesville, Virginia <br />that St. Anne's - Belfield, Inc. is hereby granted a special use permit to <br />allow expansion of St. Anne's Belfield Upper School at 2132 Ivy Road, by the <br />addition of an academic building and related site alterations, pursuant to City <br />Code section 31-14. <br />This special permit is subject to the following conditions: <br />• 1. Administrative approval of the final revised site plan with proper <br />detailing of the City standard sidewalk, curb and related work along <br />Ivy Road, with revisions to the traffic patterns and facilities as <br />outlined herein, and designation of the location of all signs. <br />2. Review and approval of a grading and soil erosion/sediment control <br />plan, with required bonding, prior to final site plan approval. <br />3. Provision by the applicant of a new twelve foot wide exit lane out to <br />Ivy Road intersecting the traffic signal at Ivy Road and Old Ivy Road <br />as outlined on the approved site plan. Changes to the traffic signal <br />as required by the Highway Department shall be made by the applicant <br />to facilitate this exit. <br />4. That the existing entrance road at Ivy Road include separate drop-off <br />points for the high school students along the new exit road and <br />middle school students elsewhere as shown on the site plan. <br />5. That the current Ivy Road entrance be designed to prohibit left turn <br />movements out of the site with proper signage and an island designed <br />to ensure this. <br />6. That the extension of Twyman Road onto St. Anne's property be <br />two-way up to its intersection with the new parking lot and one-way <br />west of said lot, thereby limiting the number of vehicles that would <br />• have any reason to use Twyman. Emergency vehicles could .enter from <br />Twyman Road. <br />1 <br />
