That a student or faculty monitor be stationed at the Twyman Road <br />entrance at the peak traffic periods to discourage speeding. <br />That the new parking lot at the rear of the site be substantially <br />buffered with plantings along its eastern edge, secured and closed in <br />the evenings after 6:00 p.m. to avoid unauthorized use, and <br />restructured to allow maximum buffer area adjacent to the residential <br />properties (as shown on the approved site plan). The lot may be <br />lighted or unlighted, but if lights are used they shall, be adequately <br />shielded to minimize impact on the surrounding neighborhood. <br />9. That the existing mature evergreens along the Twyman Road lane in <br />front of the proposed parking area be retained. <br />10. That school officials notify parents in writing at the beginning of <br />each school year that they should use the Ivy Road entrance. <br />11. That additional landscaping be provided on the west side of the new <br />building area adjacent to the apartment complex. <br />12. That during construction of the proposed addition, all construction <br />vehicles be contained on site, and enter and exit only from the Ivy <br />Road entrance. <br />13. That the traffic count (vehicles trips per 24 hour day) on Twyman <br />Road at its intersection with the applicant's property line not <br />exceed the present day traffic count ("base traffic count") by.more <br />than ten percent (10%). <br />The Zoning Administrator with assistance from the city traffic <br />engineering staff will have the responsibility of establishing .the <br />"base traffic count" and of taking future traffic counts. Should the <br />Zoning Administrator find the ten percent (10%) limit to be violated <br />at any one specific traffic count, he shall so notify applicant and <br />subsequently take two additional traffic counts within a ninety -day <br />period, the results of which shall be averaged with the,last previous <br />count. Should that average exceed the base traffic count by more <br />than ten percent (10%) it will be assumed the applicant has failed to <br />maintain its traffic on Twyman Road within the 10% limit and violated <br />the condition of this paragraph. <br />In the event the traffic count is not maintained within the foregoing <br />ten percent limit, the applicant shall close its entrance onto Twyman <br />Road to all but emergency vehicles, construct the so-called connector <br />road within its property, and all of the applicant's traffic must be <br />directed to the Ivy Road exits. <br />Approved by Council <br />June 4, 1990 <br />• 1 rk of City Council <br />-6-2� <br />
