• or parcels of land having either their front or side yards abutting a particular city street and <br />designated pursuant to the provisions of Section 6.0 of these regulations as a restricted on -street <br />parking block. <br />3.0 Number, Categories, Terms, Eligibility Criteria, Fees <br />3.1 Vehicle Permits <br />a. Each vehicle registered to the resident of an Affected Household within a restricted parking block <br />may be assigned a permit upon application by the registered owner. <br />b. Each vehicle not registered to the resident of an Affected Household but which vehicle is for the <br />exclusive use of such resident may be assigned a permit upon application by such resident who shall <br />be required to show proof of such residence. <br />c. Notwithstanding the above provisions, no more than five vehicle permits shall be issued to any <br />Affected Household, fraternity, sorority, rooming house, or other multi -family structure within a <br />restricted parking block unless the curb frontage allocable to such household or structure shall be <br />more than five car lengths, in which case the larger number shall be used. For the purpose of <br />calculating the number of permits to which such household shall be entitled, curb parking restrictions <br />shall be disregarded, but driveways shall not be included, and a car length of 20 feet shall be <br />assumed. <br />3.2 Guest Permits <br />a. Upon application, two Guest Permits shall be issued for each Affected Household in a restricted <br />parking block. A rental unit without a full kitchen, such as a room and bath, shall not qualify as an <br />Affected Household under this paragraph. The Guest Permits for each Affected Household shall be <br />issued to the owner or permanent resident of the household, but the owner may assign his permit to <br />a Guest. Each Guest Permit shall carry an address linking it to a particular Affected Household. <br />b. An applicant to whom a Guest Permit is first issued by the City may not loan, assign, sell, or <br />otherwise convey a Guest Permit to a person who is not a "Guest" as defined in Section 2.4 of the <br />regulations. The Office of the City Treasurer may revoke any such Guest Permit used in this manner <br />and deny its replacement issuance for a period of up to three (3) full Permit Years. <br />C. Notwithstanding the last paragraphs, no more than five Guest Permits shall be issued to any <br />residential address, regardless of the number of dwelling units at such address. <br />3.3 General <br />a. All permits shall be issued for a period of twelve (12) months beginning on 3une 1-5 August 31 <br />(the"Permit Year") for the fees established as follows: <br />IWM <br />
