(1) For each vehicle permit, $10.00 per year, provided, that for any Affected Household <br />• for which off-street parking is unavailable there shall be no charge for the first two <br />permits issued in any year. <br />(2) For each Guest Permit, $10.00 per year. <br />(3) For each vehicle or Guest Permit, for people over age 65 who shall have qualified for <br />Real Estate Tax or Rent Relief, $1.00 per year. <br />b. Fees are charged only for the purpose of offsetting costs of administration and enforcement. <br />Except as otherwise noted, permits are non -transferable. <br />c. Fees for permits applied for and acquired after ";ter February 1 of each Permit Year will <br />be one-half of the above rates. <br />d. A person who sells or otherwise disposes of a vehicle during the Permit Year must surrender his <br />vehicle permit and apply for a new permit for any newly -acquired vehicle. The transfer fee is $2.00. <br />e. A person who moves from a Permit Parking Zone must surrender his permit. Any person who <br />surrenders his permit during the first three-quarters of the Permit Year shall be entitled to a 100% <br />refund of the fees paid pursuant to this section and applicable to the permit being surrendered. <br />Permits surrendered during the last quarter of a Permit Year shall entitle their holder to a 50% <br />refund. No new permit for the Permit Year in question shall be issued to replace the one which <br />should have been but was not surrendered unless an applicant can show convincing proof that the <br />• original permit holder's new residence is located at least seventy-five (75) miles from the City limits. <br />f Applicants for all parking permits under this program must have satisfactory proof of ownership <br />of or permanent residence in an Affected Household. Such proof may include a valid lease, a current <br />letter from a landlord, or a current water, gas or other utility bill showing the applicant's address to <br />be "one -and -the -same" as the address of the Affected Household. <br />4.0 Affected Area, Hours <br />a. The City Council shall designate permit parking zones where permit parking may be <br />implemented as a method to control parking. There may be as many different permit zones as <br />Council deems necessary, and any permit is valid only for the specific block for which issued. <br />b. Within each zone, the City Traffic Engineer shall recommend the specific residential blocks <br />or portions thereof which will be designated as restricted parking blocks for approval by the City <br />Manager and then consideration by City Council. <br />C. Permit parking restrictions, where and when established, shall be applicable only to <br />residential frontage, but not to frontage allocable to commercial, public, or special uses, and parking <br />adjacent to such uses shall be unrestricted unless otherwise restricted by the traffic regulations or by <br />• authority of the City Traffic Engineer.
