• 6.8 Signs To Be Posted <br />The City Traffic Engineer shall have signs posted sufficient to give notice of the existence, <br />effect, and limits of the restricted parking block to an ordinarily observant person. <br />7.0 Regulations Do Not Limit Safety Powers <br />These regulations shall in no way limit the power of the City Manager, the Chief of Police, <br />the Director of Public Works, or the City Traffic Engineer, to restrict parking as required by safety. <br />8.0 Permit Parking Regulations for University Circle -University Way (A Pilot Program) <br />8.1 Preamble <br />Renter occupied units outnumber owner occupied units significantly on University Circle and <br />University Way (hereinafter "University Circle"), by a ratio that is much higher than one finds in <br />other existing permit parking blocks throughout the City. University Circle also has a number of <br />multifamily structures which were built before implementation of current off street parking <br />requirements and as such often provide less off street parking than is needed. Because of its <br />• proximity to the University of Virginia, University Circle has a disproportionately large number of <br />"commuter vehicles" using its streets for parking. <br />Under these circumstances, the City Manager has determined that University Circle may <br />benefit from implementation of permit parking. Because of the above cited differences between <br />University Circle and existing permit parking blocks around the City, some of the current permit <br />parking regulations need to be changed before they are applied to University Circle. <br />In accord with the foregoing, the Permit Parking regulations applicable to University Circle <br />(including University Way) shall be and are those set forth in the following Sections 8.3 through 8.8. <br />8.2 Current Citywide Regulations Apply Except As Expressly Stated Otherwise in the Following <br />Sections <br />Except as expressly indicated otherwise by the provisions set forth below, the City of <br />Charlottesville Permit Parking Regulations (hereinafter "the Citywide Permit Parking Regulations" <br />or simply "Citywide Regulations"), including the definitions contained therein, shall apply to the <br />implementation and enforcement of permit parking restrictions for University Circle. <br />8.3 Vehicle Permits <br />(a) Landlords (Owners or their agents) of rental property which houses two or more dwelling <br />• <br />units in one structure shall be the exclusive applicants to the City for vehicle permits for their <br />-7- <br />
