RESOLUTION <br />• Supporting and Authorizing an Application for a TEA -21 Grant: <br />Jefferson Park Avenue Circulation Study Implementation <br />WHEREAS, under the Transportation Enhancement Act (TEA -21) certain funds are <br />made available for enhancement projects; and <br />WHEREAS, the project presented is implementation of a study previously funded <br />and completed by the University of Virginia, the Health Sciences Center, and the City of <br />Charlottesville, to improve pedestrian, bicycle, and vehicular safety and circulation on Jefferson <br />Park Avenue, between West Main Street and Emmet Street; and <br />WHEREAS, the project is in accordance with the Comprehensive Plan of the City of <br />Charlottesville and the Master Plan of the University of Virginia, and will be implemented by <br />both parties; and <br />WHEREAS, the project is deemed meritorious and of benefit to the community and <br />the State; and <br />WHEREAS, in accordance with Commonwealth Transportation Board construction <br />allocation procedures, it is necessary that a request by resolution be received from the local <br />government in order that the Virginia Department of Transportation program an enhancement <br />project in the City of Charlottesville, Virginia; <br />• NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br />Charlottesville, Virginia, requests the Commonwealth Transportation Board to establish a project <br />for the improvement of safety and circulation on Jefferson Park Avenue between West Main <br />Street and Emmet Street. <br />BE IT FURTHER RESOLVED, that the City of Charlottesville has sufficient <br />capital improvement funds and agrees to pay the "local 20% match" toward the total cost of <br />planning, design, right of way, and construction of this project (such total costs are estimated at <br />$630,000 for Phase I of the project), in accordance with guidelines for TEA -21 funding. It is <br />estimated that the local match will be $126,000. <br />BE IT FURTHER RESOLVED that, if the City subsequently elects to. cancel this <br />project,'the City of Charlottesville agrees to reimburse the Virginia Department of <br />Transportation for the total amount of the costs expended by the Department through the date the <br />Department is notified of such cancellation. <br />Adopted this AD"' day of 20 0/ . <br />CITY OF CHARLOTTESVILLE, VIRGINIA <br />BY: <br />• Title: <br />
