A RESOLUTION <br />• ENDORSING THE CREATION OF <br />AN URBAN ISSUES STUDY GROUP <br />WHEREAS, as evidenced by its Vision Statement the Charlottesville City <br />Council is committed to creating opportunities for community members and future <br />generations to reach their full economic, social and cultural potential; and, <br />WHEREAS, the Council is further committed to enhancing the social fabric for <br />all City residents, and to engaging the public to create constructive change for the <br />betterment of the community; and, <br />WHEREAS, in furtherance of its vision the Council believes that City policies <br />related to social services, education, public safety, affordable housing and economic <br />development must address the persistent problem of urban poverty as it exists in our <br />community; and, <br />WHEREAS, the advice and insight of local professionals, social scientists and <br />researchers may bring fresh perspectives and ideas that will address the underlying causes <br />and effects of urban poverty within a community such as Charlottesville, that places a <br />high priority on the quality of life for all its residents; and, <br />WHEREAS, Tiha von Ghyczy has offered to assemble a team of academic <br />• volunteers who are qualified and willing to examine the problem of urban poverty in <br />Charlottesville, as it may be related to dynamics such as housing, education, the effective <br />delivery of social services, criminal behavior, income, background, and other socio- <br />economic factors; and, <br />WHEREAS, this Urban Issues Study Group will bring needed expertise to the <br />assessment of these issues in light of current theories in the social and economic sciences, <br />and to the development of a framework for viewing these problems in a way. that is <br />fundamentally sound and likely to generate practical solutions, which will directly benefit <br />the residents of this City. <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the study to be undertaken by the Urban Issues Study Group <br />under the direction of Mr. von Ghyczy is hereby endorsed, and the Council expresses its <br />appreciation for the Group's willingness to undertake this work, and will look forward to <br />receiving their analysis and recommendations. <br />Approved by Council <br />April 5, 2004 <br />k of City Council <br />F_I <br />L <br />
