RESOLUTION <br />APPOINTING ASSISTANT CITY MANAGER <br />ROCHELLE SMALL-TONEY AS AN ALTERNATE MEMBER <br />OF THE ALBEMARLE-CHARLOTTESVILLE REGIONAL JAIL <br />AUTHORITY BOARD <br />WHEREAS, the City of Charlottesville is a participating member of the <br />Albemarle -Charlottesville Regional Jail Authority, and is represented on the Jail <br />Authority Board by the City Sheriff, one member of City Council, the City <br />Manager and one City resident appointed by City Council; and, <br />WHEREAS, Section 2.2.1 of the Service Agreement for the Jail Authority <br />authorizes City Council to appoint one or more alternates to attend Jail Board <br />meetings and to vote in the absence of the City Council representative, the City <br />Manager or the citizen appointed by City Council; and, <br />WHEREAS, it is the desire of City Council to appoint an alternate to <br />insure that a quorum is present with full City representation at all meetings of the <br />Jail Authority Board. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council for the <br />• City of Charlottesville that Assistant City Manager Rochelle Small -Toney is <br />hereby appointed as an alternate to the Albemarle -Charlottesville Regional Jail <br />Authority Board and is authorized to attend and participate in discussions at all <br />meetings of the Jail Board and, in the absence of the City Council representative, <br />the City Manager or the City resident appointed by City Council, may vote on any <br />matter and be counted for purposes of determining a quorum or a required <br />majority under the provisions of the Service Agreement; provided that the <br />alternate shall only be entitled to vote for one absent member on any issue. <br />BE IT FURTHER RESOLVED that the appointment of Linda Peacock as <br />an alternate member of the Jail Authority Board by Council Resolution dated July <br />16, 2001 is hereby rescinded. <br />Approved by Council <br />November 15, 2004 <br />C44 1 of <br />c City Council <br />0 <br />
