Resolution <br />• WHEREAS, Virginia Code Section 15.2-2223.1 requires Virginia localities that have <br />adopted zoning and that have a population growth of at least 5% from the next to the latest decennial <br />census, shall amend their Comprehensive Plan to include Urban Development Areas (UDA); <br />WHEREAS, according to the 2000 Census, the City of Charlottesville experienced a growth <br />of over 10%; and <br />WHEREAS, even though the census bureau shows this increase of over 10%, there was little <br />to no growth in the City population, and it has in fact been corrected in the actual 2000 census; <br />NOW, THEREFORE, BE IT RESOLVED that even though the population of the City of <br />Charlottesville has not actually grown by the requisite 5% or more, and the City therefore is not <br />required to amend the plan to include an urban development area, the City by this resolution does <br />certify that its Comprehensive Plan accommodates growth in a manner consistent with this code <br />section in the following ways: <br />1. The Plan and Zoning Ordinance require pedestrian friendly road design. <br />2. The Plan requires connectivity of road and pedestrian networks. <br />3. The Plan and the Code require and encourage the preservation of natural areas and <br />the satisfaction of best management practices for storm water management. <br />• 4. The Plan anticipates and the zoning code requires in core development areas, mixed <br />use neighborhoods including mix of housing type and a mixture of businesses and <br />houses, and provides for a reduction of front and side yard building setbacks. <br />Approved by Council <br />December 7, 2009 <br />" L <br />Cle f City Council <br />• <br />
