127 <br /> <br /> Mr. Gib Akin, President of the North Downtown Residents <br />Association, supported expanding permit parking. <br /> <br /> Ms. Deborah Langseth, opposed expanding permit parking, <br />especially until additional commercial spaces become <br />available. <br /> <br /> Mr. Bill Hinckley, speaking on behalf of residents in <br />the area around Martha Jefferson Hospital, supported <br />expanding permit parking and recommended that the City <br />encourage large institutions and business to provide parking <br />for their own employees. <br /> <br /> Mr. John Wheeler of 505 8th Street, N.E., supported <br />expanding permit parking. <br /> <br /> Ms. Nancy Long of 509 Lexington Avenue, stated that <br />many residents in the area proposed for permit parking are <br />not planning to petition for their street to become permit <br />parking as many have off-street parking and do not favor the <br />expansion. <br /> <br /> Ms. Gwen Gilliam-Turner of 8th Street, N.E. stated that <br />her residence does not have off-street parking, and she <br />supported expanding permit parking. <br /> <br /> Mr. Tony Brooks Of 425 2nd Street, N.E., and a former <br />resident of 8th Street, N.E., supported expanding the permit <br />parking zone. <br /> <br /> Ms. Freida Epstein of 520 8th Street, N.E., supported <br />the expansion of permit parking. <br /> <br /> As there were no other speakers, the public hearing was <br />closed. <br /> <br /> Mr. Hendrix recommended that action on the proposal to <br />expand the permit parking zone be delayed for 30 days in <br />order to allow time for the City AttorneY's office to make <br />minor revisions in the permit parking ordinance as a result <br />of a recent challenge to the ordinance. <br /> <br /> Mr. Barnes stated that he would abstain from discussing <br />the matter due to the fact that his residence is in the area <br />proposed to be included in the permit parking zone. <br /> <br /> Mr. Buck recommended that the issue of expanding permit <br />parking be considered in conjunction with the parking study <br />which was prepared in the last few years. Mr. Buck stated <br />that the issue of equity for residents needed to be balanced <br />with the lack of commercial space. Mr. Buck requested that <br />staff explore other options that might be available. <br /> <br /> Mrs. Gleason suggested that plans to provide emergency <br />parking spaces, planned to be used during construction of <br />the parking garage on Water Street, be speeded up. <br /> <br /> The matter was carried over to the second meeting in <br />June. <br /> <br />PRESENTATION: PROCLAIMINGPUBLIC WORKS WEEK <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, May <br />15th through 21st was unanimously proclaimed Public Works <br />Week in Charlottesville. <br /> <br /> Mr. Buck presented the proclamation to Mr. George <br />Jordan and Ms. Rosemary Kulow from the Department of Public <br />Works. ~ <br /> <br />REQUEST: DECLARING CHARLOTTESVILLE A NON-NUCLEAR AREA <br /> <br /> <br />
