128 <br /> <br /> Ms. Barbara Rich, representing the "Say Your Peace <br />Group" from the Thomas Jefferson Unitarian Church, and a <br />resident of Madison Avenue, requested Council's approval of <br />a resolution declaring Charlottesville a non-nuclear weapons <br />area. Ms. Rich stated that the resolution would not <br />restrict nuclear research, nuclear medicine, or nuclear <br />energy. <br /> <br /> Ms. Paula Dunsmore, representing the Charlottesville <br />Peace Center, supported the proposed resolution. <br /> <br /> Mr. Terry Lang of 816 Cabell Avenue, supported the <br />proposed resolution, noting that bilateral agreements are <br />encouraged by unilateral agreements. <br /> <br /> Mr. Barnes commended the supporters of the resolution <br />for their compromises and dogged determination. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />resolution declaring Charlottesville a non-nuclear weapons <br />area was unanimously~ approved by Council, with Dr. Hall absent. <br /> <br /> WHEREAS, the City of Charlottesville is a unique place, <br />blessed with natural beauty and a tradition that nourishes <br />life and freedom; and <br /> <br /> WHEREAS, there exists here a deep and abiding sense of <br />civic pride in, and concern for, the diverse peoples ~drawn to <br />and living within its boundaries; and <br /> <br /> WHEREAS, the well being, protection and safety of the <br />community's residents and visitors is a matter of importance <br />and priority; and <br /> <br /> WHEREAS, the existence of all life is threatened by the <br />manufacture, storage and potential use of nuclear weapons; <br />and <br /> <br /> WHEREAS, the year 1988 is of special significance in <br />that it commemorates the Centennial of the community's <br />incorporation as a city; <br /> <br /> NOW, THEREFORE, IT IS RESOLVED that the City of <br />Charlottesville be declared a non-nuclear weapons area; a <br />community where the manufacture and storage of nuclear <br />weapons that can be used to destroy, rather than to nurture, <br />life will not be permitted. <br /> <br /> IT IS FURTHER RESOLVED that the City of Charlottesville, <br />by so declaring, strengthens its commitment to be a community <br />that cherishes life. <br /> <br />APPEAL: <br /> <br />Square <br /> <br />Board of Architectural Review Decision re: <br /> <br />224 Court <br /> <br />This matter was deferred to the next meeting. <br /> <br />STAFF REPORT: PAVING ALLEY BEHIND INTERSECTION OF AVON STREET <br />AND ELLIOTT AVENUE <br /> <br /> Mr. Hendrix stated that the staff has recommended that <br />gravel be put in the alley at the intersection of Avon <br />Street and Elliott Avenue due to the removal of on-street <br />parking in that area. Mr. Hendrix stated that the property <br />owners affected have requested that the City pave the alley. <br />Mr. Hendrix stated that staff did not recommend setting a <br />precedent by paving and maintaining alleys throughout the <br />City. <br /> <br /> Mr. Towe questioned whether any discussion of sharing <br />costs with the property owners had taken place. <br /> <br />Mr. Hendrix replied that sharing costs had not been <br /> <br /> <br />
