Mr. Buck stressed <br />that paving the alley would be considered a one-time capital <br />improvement, and that the alley would not be accepted into <br />the road system. Mr. Towe seconded the motion and it was <br />unanimously approved by Council, with Dr. Hall absent. <br /> <br />STAFF REPORT: CHANGE IN ADMINISTRATIVE PROCEDURE FOR DOWNPAYMENT <br />AND CLOSING COST ASSISTANCE PROGRAM <br /> <br /> Mr. Louie Chapman, Assistant City Manager, stated that <br />the administrative procedures proposed for the Downpayment <br />and Closing Cost Assistance Program and House Bank Program <br />attempt to make the two programs more compatible and <br />equitable. The changes proposed for the House Bank Program <br />require a minimum five-year occupancy in order to satisfy <br />the deed of trust on the property, and change the sales <br />price from $35,000 to $37,500 to allow the Housing Authority <br />to reduce the per unit average subsidy of $10,900 to <br />approximately $8,400° The changes in the Downpayment and <br />Closing Cost Assistance Program reduce the requirement of a <br />30 year deed of trust to five years. <br /> <br /> Responding to a question from Mr. Towe about situations <br />in which death or job transfers occur within the five-year <br />period, Mr. Chapman stated that the situation is reviewed by <br />the Charlottesville Housing Foundation. Mr. Chapman stated <br />that upon death, the property is subject to recall. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />changes recommended for the Downpayment and Closing COst <br />Assistance Program and House Bank Program were approved <br />as presented, with Dr. Hall absent. <br /> <br />APPROPRIATION: $6,224 - FEDERAL GRANT ~FOR EMERGENCY FOOD AND <br />SHELTER PROGRAM (2nd reading) <br /> <br /> The $6,224 appropriation of the Federal Grant for the <br />Emergency Food and Shelter Program which was offered at the <br />May 2nd meeting, was approved by the following vote. Ayes: <br />Mr. Barnes, Mr. Buck, Mrs. Gleason, Mr. Towe. Noes: None. <br />Absent: Dr. Hall. <br /> <br /> WHEREAS, the United States Federal Emergency Management <br />Administration (FEMA) has notified the City of two grants <br />awarded under the Emergency Food and Shelter Program, the <br />first for $2,000 and the second for $4,224; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that $6,224 is hereby appropriated <br />from the Grants Fund to expenditure account 18-41060 for use <br />by the Social Services Department for payment of rent and <br />utility bills for eligible recipients. Such appropriation <br />shall be conditioned upon receipt of $6,224 from FEMA's <br />Emergency Food and Shelter Program ($2,000 of which has <br />already been received). <br /> <br />APPROPRIATION: <br /> <br />WORKER <br /> <br />$6,900 - STATE GRANT FOR TEMPORARY FOSTER CARE <br /> <br /> Mr. Hendrix stated that the State Grant had been <br />received, in conjunction with Green County, to purchase <br />services of a temporary part-time foster care worker. <br /> <br /> On motion by Mr. Towe, seconded by Mrs. Gleason, the <br />$6,900 appropriation for a Temporary Foster Care Worker was <br />offered and carried over to the next meeting for <br /> <br /> <br />
