1 30 <br /> <br />consideration. <br /> <br />APPROPRIATION: $1,933.14 - SPECIAL PROSECUTOR IN COMMONWEALTH'S <br />ATTORNEY OFFICE <br /> <br /> Mr. Hendrix stated that the appropriation represented <br />reimbursement by the State Compensation Board for a Special <br />Prosecutor employed for a short period in the Commonwealth's <br />Attorney office. <br /> <br /> On motion by Mr. Barnes, seconded by Mr. Towe, the <br />$1,933.14 appropriation for a Special Prosecutor in the <br />Commonwealth's Attorney office was offered and carried over <br />to the next meeting for consideration. <br /> <br />RESOLUTION: AUTHORIZING BANKING SERVICES FOR CITY FOR THREE-YEAR <br />PERIOD <br /> <br /> Mr. Hendrix stated that Mr. L. G. Harding, City <br />Treasurer, had requested proposals from banks to provide <br />services to the City. <br /> <br /> Mr. Harding recommended that the Council accept the bid <br />of Crestar to provide banking services for the next three <br />years, noting that the present contract is with Crestar. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, <br />Council authorized accepting the proposal by Crestar to <br />provide banking services for a three-year period, with Dr. <br />Hall absent. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, that the Mayor is hereby authorized to <br />execute on behalf of the City the following document, in form <br />approved by the City Attorney: <br /> <br /> Agreement between City and Crestar Bank to provide <br /> all banking services for the City for the period <br />RESOLUTION: IMPOSING TIPPING FEE AT LANDFILL <br /> <br /> Mr. Hendrix stated that staff recommended imposing a <br />tipping fee at the Landfill to help offset the cost of the <br />vast amount of inert materials dumped. <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that a study is underway to look at resource recovery and <br />that once the study is completed, recommendations will be <br />made to Council and the Albemarle County Board of <br />Supervisors. Ms. Mueller stated that it is recommended that <br />a fee of $1.50 per ton be imposed on commercial vehicles <br />only for inert materials. Ms. Mueller stated that the fee <br />has been approved by the Board of Supervisors. Ms. Mueller <br />noted that a part-time employee may be necessary, but the <br />salary would be covered by the tipping fee. Ms. Mueller <br />stated that the fee has not been formally approved by home <br />builders. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />resolution imposing a tipping fee at the Landfill was <br />approved by Council, with Dr. Hall absent. <br /> <br />RESOLUTION: APPROVING CITY MANAGER'S CONTRACT <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />resolution approving the City Manager's Contract was <br />approved by Council, with Dr. Hall absent. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the Employment Agreement <br />between the City Council and the City Manager, dated May 16, <br />1988, attached hereto, is approved and the Mayor is hereby <br />authorized to sign said agreement. The City Manager may <br />elect to direct portions of his salary to a deferred <br /> <br /> <br />
