140 <br /> <br />APPROPRIATION: $50,000- RIDGE STREET BRIDGE DESIGN AND STUDY <br /> <br /> Mr. O'Connell stated that because the State Department <br />of Transportation's efforts at designing the Ridge Street <br />Bridge had been unsuccessful, it was staff's recommendation <br />that an engineering consultant be employed to look at the <br />present design and other design options. Mr. O'Connell <br />stated that it was recommended that a committee be formed <br />made up of representatives from Mt. Zion Baptist Church, <br />Ridge Street neighborhood, Public Works staff, and Council <br />to work with the consultant during the preparation of the <br />design concept. Mr. O'Connell stated that the $50,000 was <br />an estimate of the cost of a consultant. Mr. O'Connell <br />a request for proposals for the consultant could be <br />developed and the appropriation could be deferred until the <br />exact amount of the cost of the consultant was known. <br /> <br /> On motion by Mrs. Gteason, seconded by Mr. Towe, <br />Council unanimously requested the staff to develop a request <br />for proposals for an engineering consultant for the Ridge <br />Street Bridge design. <br /> <br /> Mr. O'Connell advised Council that the CSX Railroad <br />would be making interim repairs to the Ridge Street Bridge <br />and it would be closed to traffic for a period of two to <br />three weeks. <br /> <br /> Ms. Mueller requested that the committee providing <br />input on the Ridge Street Bridge design be formed as soon as <br />possible so that they could have input into the request for <br />proposals. <br /> <br />APPROPRIATION: AMENDING 1987-88 CAPITAL BUDGET <br /> <br /> Mr. O'Connell stated that the 1987-88 Capital Budget <br />needed amending to reflect the City's purchase of a portion <br />of the CSX property for public parking at a cost of $283,000 <br />and to include the project in the Capital Improvements <br />Program. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />appropriation amending the 1987-88 Capital Budget was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: APPROVING 1988-89 CAPITAL BUDGET <br /> <br /> Mr. O'Connell stated that the appropriation would <br />approve the 1988-89 Capital Budget to begin July 1st and <br />highlighted the following projects: school improvements, <br />neighborhood improvements, sidewalks, Landfill, City <br />building improvements. Mr. O'Connell stated that a public <br />hearing has previously been held on the 1988-89 Capital <br />Budget and approval has been recommended by the Planning <br />Commission. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />appropriation approving the 1988-89 Capital Budget was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />RESOLUTION: ADOPTING CAPITAL IMPROVEMENTS PROGRAM <br /> <br /> Mr. O'Connell stated that the plan represented a multi- <br />year capital program through 1994 which is updated on an <br />annual basis. Mr. O'Connell listed the following projects <br />included in the Program: air conditioning of three <br />elementary schools, expansion of Joint Security Complex, <br />Rivanna Park construction, expansion of Pen Park golf <br />course, downtown mall improvements, construction of <br />Riverview Park, housing initiative program, and sidewalk <br />construction and reconstruction.
