164 <br /> <br />building. <br /> <br /> Mr. O'Connell noted that City policy requires that 1% <br />of the cost of new construction be set aside for art and <br />that Council will need to make a decision about the <br />selection of the art at a later date. <br /> <br /> Responding to a question from Mr. Towe, Mr. O'Connell <br />stated that 80% of the rental cost for the space occupied by <br />the Department of Social Services will be reimbursed by the <br />State. <br /> <br /> Ms. Waters stated that a review of the proposed City <br />Hall Annex revealed to her that the issue has been <br />deliberated extensively by staff and Council, with many <br />alternatives studied, and noted that no new space has been <br />added in over twenty years. <br /> <br />desig~n motion by Rev. Edwards, seconded by Mr. Towe, the <br /> of the City Hall Annex was unanimously approved by <br />Council. <br /> <br />APPROPRIATION: $26,983 - EMPLOYMENT PLUS PROJECT <br /> <br /> Mr. O'Connell stated that the appropriation represents <br />federal funds offered through the Piedmont Private Industry <br />Council to the Department of Social Services to provide job <br />training, housing assistance, day care, transportation <br />services, and follow-up to Social Service clients to help <br />them achieve self-sufficiency. <br /> <br /> Mr. Robert Cox, Assistant Director of Social Services, <br />stated that the program serves the chronically unemployed <br />and provides follow-up for a period of at least six months. <br /> <br /> Ms. Joan Kammier, Supervisor in the Department of <br />Social Services, stated that housing assistance is provides <br />through Section 8 vouchers and at Westhaven through the <br />Housing Authority. Ms. Kammier stated that a savings has <br />been realized by a reduction in public assistance and food <br />stamps to the clients participating. <br /> <br /> Mr. Cox stated that it was hoped that the experimental <br />program's success would initiate policy changes at the State <br />level and future funding for such initiatives. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />$26,983 appropriation for the Employment Plus Project was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $55,000 - PERINATAL NUTRITION AND EDUCATION <br />SERVICES GRANT <br /> <br /> Mr. O'Connell stated that the appropriation represented <br />State funds which paid the salaries of two employees who are <br />supervised by the Health Department but are technically City <br />employees. Mr. O'Connell stated that this arrangement had <br />been agreed upon in the past because of the freeze on hiring <br />new State employees. Mr. O'Connell stated that the program <br />serves primarily City residents and does not involve any <br />City funds. <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, <br />the $55,000 appropriation of the Perinatal Nutrition and <br />Education Services grant was offered and carried over to the <br />next meeting for consideration. <br /> <br />APPROPRIATION: $18,114.74 - SUMMER NUTRITION PROGRAM <br /> <br /> Mr. O'Connell stated that the Summer Nutrition Program <br />is funded by the Department of AgriCulture and provides free <br />lunches for children participating in the summer recreation <br /> <br /> <br />
