Edwards, seconded by Mr. Vandever, <br />the $18,114.74 appropriation for the Summer Nutrition <br />Program was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $14,000 - VIRGINIA SHELTER GRANT FOR SHELTER FOR <br />HELP IN EMERGENCY <br /> <br /> Mr. O'Connell stated that the appropriation to the <br />Shelter for Help in Emergency was an additional grant made <br />by the State and would go towards the rehabilitation of <br />their new facility. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />$14,000 appropriation of the Virginia Shelter Grant for the <br />Shelter for Help in Emergency was offered and carried over <br />to the next meeting for consideration. <br /> <br />APPROPRIATION: $137,883 - CHARTER HOUSE <br /> <br /> Mr. O'Connell stated that the appropriation included <br />$85,000 in State funds and $52,883 in City funds which had <br />previously been appropriated for operating expenses for <br />Charter House. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />$137,883 appropriation for Charter House was offered and <br />carried over to the next meeting for consideration. <br /> <br />APPROPRIATION: $539,000 - FY 88-89 COMMUNITY DEVELOPMENT BLOCK <br />GRANT ENTITLEMENT <br /> <br /> Mr. O'Connell stated that the appropriation represented <br />federal funds for projects previously approved by Council <br />and formally approved by the Department of Housing and Urban <br />Development. <br /> <br /> Mr. O'Connell stated that because Council had expressed <br />concern about appropriating funds for cooperative housing <br />prior to approval of a specific program, Council could <br />either not appropriate the amount set aside for that <br />program at this time, or the appropriation could be <br />made subject to final approval of the program by Council. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />$539,000 appropriation of the FY 88-89 Community Development <br />Block Grant Entitlement, was offered, with the appropriation <br />for the Cooperative Housing program contingent upon final <br />approval of the program by Council, and carried over to the <br />next meeting for consideration. <br /> <br /> Responding to questions from Mr. Towe about the <br />Minority Business Program, Mr. Chapman stated that the <br />appropriation provided for salaries and technical <br />assistance. Mr. Chapman stated that final negotiations were <br />taking place concerning multiple bank loan agreements which <br />would provide reduced interest loans with modified lending <br />policies to minority persons. Mr. Chapman stated that 64 <br />individuals have been assisted to date and five seminars <br />offered through the program. Mr. Chapman stated that work <br />was being done on strengthening the City's Disadvantaged <br />Business Program and the formation of a Minority Business <br />Association. <br /> <br />ORDINANCE: SETTLEMENT PROCESS FOR SMALL CLAIMS <br /> <br /> Mr. ©'Connell stated that staff has been discussing the <br />possibility of the City handling and settling small <br />insurance claims internally without involving the insurance <br />company or i~s adjuster which will streamline the settlement <br /> <br /> <br />
