176 <br /> <br /> Mr. Buck made a motion that Piedmont Council of-the <br />Arts be given $3,060 and the Virginia Discovery Museum be <br />given $1,440. The motion was seconded by Rev. Edwards and <br />approved by the following vote. Ayes: Mr. Buck, Rev. <br />Edwards, Mr. Vandever, Ms. Waters. Noes: Mr. Towe. <br /> <br /> The $4,500 appropriation of the Grant for the Arts, <br />divided as stated above, was moved by Mr. Buck, seconded by <br />Mr. Towe, and carried over to the next meeting for <br />consideration. <br /> <br />RESOLUTION: RECOGNITION OF PIEDMONT COUNCIL OF THE ARTS <br /> <br /> Mr. Hendrix stated that the resolution would recognize <br />Piedmont Council of the Arts as one of the appropriate <br />organizations to advise the City on arts in the community. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, <br />the resolution recognizing Piedmont Council of the Arts was <br />unanimously approved by Council. <br /> <br /> WHEREAS, the Piedmont Council of the Arts is a nonprofit <br />organization established in 1979 to promote, coordinate and <br />serve the arts that enrich the lives of residents and <br />visitors in the City of Charlottesville; and <br /> <br /> WHEREAS, the Piedmont Council of the Arts desires to <br />enhance the community's access to, enjoyment of and <br />participation in the arts, and to help the arts to an ever <br />more dynamic role in the life and prosperity of this <br />community~ and <br /> <br /> WHEREAS, the Piedmont Council of the Arts is a service <br />organization, with more than sixty local arts organization <br />members and approximately 200 individual members, including <br />both artists and art supporters; and <br /> <br /> WHEREAS, the Piedmont Council of the Arts is serving the <br />community with publications, including regular arts <br />calendars, its newsletter, the Muse and a community arts <br />resource directory, Artsinsight; and <br /> <br /> BE IT RESOLVED by the City Council of Charlottesville, <br /> Virginia that the Piedmont Council of the Arts shall be <br /> recognized as one of the appropriate organizations to advise <br /> the Charlottesville city government on the development and <br />~promotion of the arts in Charlottesville; and <br /> <br /> BE IT FURTHER RESOLVED that the City Council recognizes <br />and supports the Piedmont Council of the Arts' work to foster <br />the arts in the Charlottesville community, and endorses the <br />Piedmont Council of the Arts' efforts to obtain funding from <br />public and private sources to implement its programs. <br /> <br />RESOLUTION: APPROVING REGION TEN COMMUNITY SERVICES BOARD <br />PROPOSAL FOR MULTI-FAMILY DEVELOPMENT <br /> <br /> Mr. Hendrix stated that the Virginia Housing and <br />Development Association has requested that the City comment <br />on the appropriateness of a VHDA mortgage loan for a <br />transitional housing, inpatient treatment facility for <br />substance abusers at 409 3rd Street,N.E. Mr. Hendrix stated <br />that the facility is currently being used for this purpose <br />and the loan would allow the number of clients served in the <br />facility to increase. Mr. Hendrix stated that staff <br />recommends approval of the resolution. <br /> <br /> Responding to questions from Mr. Towe, Mr. M. O.Mohr, <br />of Region Ten Community Services, stated that rent paid by <br />clients will cover the payment on the loan and that clients <br />are from all of Region Ten, not just City residents. <br /> <br /> <br />
