Mr. Huja noted that removing the <br />on-street parking would be done by the City. <br /> <br />The public hearing was opened. <br /> <br /> Rev. Bill Templeton, pastor of Northside Baptist <br />Church, stated that his church will be leasing the building <br />for use as a school and child care center and that he is in <br />agreement with the conditions listed in the special permit. <br /> <br /> As there were no further speakers, the public hearing <br />was closed. <br /> <br /> Rev. Edwards questioned whether removing the on-street <br />parking near the school would affect the neighborhood. <br /> <br /> Mr. Huja replied that the on-street parking would be <br />prohibited only during the day and that most property owners <br />on the street have off-street parking. <br /> <br /> Mr. Buck noted concern with the notice of the public <br />hearing since the previous public hearing only addressed <br />children attending the child care center and not the <br />additional 80 students attending the school. <br /> <br /> Mr. Huja stated that the Surrounding property owners <br />had been notified and the change in the number of children <br />had been brought to the Planning Commission's attention. <br />Mr. Huja added that the Planning Commission had been <br />concerned about the traffic situation which has been <br />addressed by the applicant. <br /> <br /> Mr. Buck recommended limiting the number of children <br />attending both the school and child care center to 200 as a <br />condition of granting the special permit for the child care <br />center. <br /> <br /> Rev. Templeton stated that he would not oppose a cap of <br />200 children. <br /> <br /> On motion by Mr. Buck, seconded by Mr. Vandever, the <br />resolution granting a special permit for a child care <br />center, with a maximum capacity of 200 children attending <br />both the school and child care center, was unanimously <br />approved by Council. <br /> <br /> WHEREAS, Thomas S. M. Brannock, on behalf of Westwood <br />Land Trust, has requested a special permit to allow use of <br />the existing school facility at 1414-1416 Westwood Road as a <br />day care center for up to 120 children, ibeing further <br />identified on City Real Property Tax Map #44 as parcels <br />28.40, 28.41, 28.43 and 30.1 having collectively <br />approximately 227 feet of frontage on Westwood Road and <br />containing collectively 111,858 square feet of land or 2.57 <br />acres. <br /> <br /> WHEREAS, following a joint public hearing before City <br />Council and the Planning Commission, duly advertised and held <br />on June 14, 1988, and an additional public hearing held <br />before this Council on August 15, 1988 this Council finds <br />that such use will conform to the criteria applicable to <br />special permits generally under Chapter 31 of the City Code; <br />now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the special permit is hereby <br />granted to Westwood Land Trust to allow use of the existing <br />school facility at 1414-1416 Westwood Road as a day care <br />center, for up to 120 children. <br /> <br />This special use permit is also subject to the fOllowing <br /> <br /> <br />
