A grading and soil erosion/sediment control plan, <br />which shall include linear feet of piping, curbing and silt <br />fence to assist in determining a bond amount, will have to be <br />submitted for review and approval prior to final site plan <br />approval. <br /> <br /> 3. A total of 29 off-street parking spaces are to be <br />provided. This may affect storm water management provisions <br />which should be detailed for review by the City Engineer <br />along with the storm water system calculations. <br /> <br /> 4. That the play areas and play fields be enclosed with <br />a fence to fill the gaps that are present. <br /> <br /> 5. That a railing be placed on any retaining walls <br />which are in excess of 36 inches high in accordance with <br />current building codes. <br /> <br /> 6. That any trees which are to re removed be replaced <br />with a comparable species on a one-to-one basis. <br /> <br /> 7. That a minimum of 15% of the enrollment be for <br />infant care. <br /> <br /> 8. That no parking be permitted on the street frontage <br />of this site from property line to property line. <br /> <br /> 9. That the times of operation be limited to weekdays <br />from 6:00 a.m. to 6:00 p.m. and that no outside play <br />activities occur before 8:00 a.m. <br /> <br /> 10. The total number of ~pupils composing the day care <br />school population when combined with the number of regular <br />students attending classes on the property shall not exceed <br />an aggregate of 200 children. <br /> <br />PRESENTATION: BLUE RIDGE HOME BUILDERS HOUSING PROPOSAL <br /> <br /> Mr. Blake Hurt, Chairman of the Blue Ridge Home <br />Builders Legislative Affairs Committee, stated that the <br />Committee has studied and prepared a report dealing with <br />the lack of low and moderate income housing in <br />Charlottesville. Mr. Hurt requested that the Council <br />endorse the proposed pilot program which would provide <br />incentives for builders to construct homes which could be <br />sold to low and moderate income families. Mr. Hurt <br />requested that the City donate $100,000 to a trust fund of <br />the Charlottesville Housing Improvement Program, or donate <br />two lots owned by the City to be used in the program. <br /> <br /> Mr. Vandever stated that he felt the proposal was an <br />innovative idea, but was concerned with builders completing <br />the project, was concerned that the builders could, with a <br />penalty, sell the houses at high prices, and was concerned <br />with the loss of buildable land in the City. <br /> <br /> Mr. Hurt stated that he felt the 'fact that the builders <br />would own the property would give ~them the incentive to <br />finish the project because of the money they would have <br />invested themselves. <br /> <br /> Ms. Waters stated that she appreciated the efforts that <br />went into making the Proposal, but felt that several <br />unanswered questions remained~and that the proposal needed <br />to be studied in relation to broader housing issues in the <br />community. Ms. Waters recommended that no specific action <br />be taken by Council at this time, and that the matter be <br />referred to the newly formed Housing Task Force, of which <br /> <br /> <br />
