184 <br /> <br /> Mr. O'Connell stated that Martha Jefferson Hospital was <br />providing the funds to purchase the materials for pedestrian <br />traffic signals at the corner of Locust and East High Street <br />and the signals would be installed by City crews. <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, <br />the $10,000 appropriation for pedestrian traffic signals at <br />Locust and East High Streets was offered and carried over to <br />the next meeting for consideration. <br /> <br />APPROPRIATION: $37,851 - FIRE SERVICE PROGRAM ENTITLEMENT <br /> <br /> Mro O'Connell stated that the appropriation was a State <br />grant collected from a surcharge on insurance companies and <br />returned to localities for the purchase of equipment and <br />training expenses over and above the amount approved as part <br />of the City budget. <br /> <br /> Rev. Edwards questioned whether the Fire Department had <br />given consideration to having a community education fireman <br />who deals exclusively with community education. <br /> <br /> Mr. Julian Taliaferro, Fire Chief, stated that budget <br />constraints had not permitted having an employee deal <br />exclusively with community education. <br /> <br /> Rev. Edwards stated that he wOuld be interested in <br />information on community education efforts in other <br />localities. <br /> <br /> Ms. Waters stated that she would recommend discussing <br />the issue during the budget process and requested a brief <br />report on the Fire Department's community education efforts. <br /> <br /> On motion by Rev. Edward, seconded by Mr. Vandever, the <br />$37,851 appropriation for the Fire Service Program was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $6,775 - THERAPEUTIC RECREATION PROGRAM <br /> <br /> Mr. O'Connell stated that the appropriation represented <br />Albemarle County's share of therapeutic recreation programs <br />operated by the City for which the County contracts to allow <br />participation by County residents. <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, <br />the $6,775 appropriation was offered and carried over to the <br />next meeting for consideration. <br /> <br />RESOLUTION: VIRGINIA HISTORIC PRESERVATION GRANT <br /> <br /> Mr. O'Connell stated that the resolution was required <br />in order to apply for State funds to conduct an historic <br />survey. Mr. O'Connell stated that because the application <br />requires a statement of Council's intention to designate <br />certain areas as historic districts, it was staff's <br />recommendation that the resolution not be approved because <br />historic designation requires community discussion which has <br />not occurred. <br /> <br /> Mr. Huja stated that without the grant approximately 25 <br />to 30 properties could be surveyed and an additional 20 to <br />25 could be surveyed with the grant. <br /> <br /> Mr. O'Connell stated that expansion of the survey <br />program could be discussed during' the budget process. <br /> <br /> It was the consensus of Council to not apply for the <br />grant and therefore no action was taken on the resolution. <br /> <br />RESOLUTION: GRANTING EASEMENT TO ALBEMARLE COUNTY SERVICE <br /> <br /> <br />
