183 <br /> <br /> WHEREAS, the Police Department of the city has received <br />two checks from the U, S, Department of Justice, Federal <br />Check No. 00049516 (~1235.32) and Check No. 00049513 <br />($318.40) ~representing proceeds from the sale of assets <br />lawfully seized by the City Police Department from persons <br />subsequently convicted of drug related crimes, and <br /> <br /> WHEREAS, said funds have been deposited with the <br />treasurer of the City, and <br /> <br /> WHEREAS, the law authorized the City Police Department <br />to receive and spend such proceeds provided the expenditure <br />is on drug related law enforcement matters, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Charlottesville that such funds totaling $1,553.72 be <br />and they are hereby appropriated to police investigation <br />expenditure account no. 05270041 020. . <br /> <br />APPROPRIATION: $4,500 - GRANT FOR THE ARTS (2nd reading) <br /> <br /> The $4,500 appropriation to the Piedmont Council of the <br />'Arts and the Virginia Discovery Museum which was offered at <br /> the August 1st meeting was approved by the following vote. <br /> Ayes: Mr. Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. <br /> Waters. Noes: None. <br /> <br /> WHEREAS, the Virginia Commission for the Arts has <br />notified the City of its grant award in the Local Government <br />Challenge Grant category; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that $3,060 of the amount reserved <br />from such grant is hereby appropriated to Grants Fund <br />expenditure account 11-042-071050 for use by the Piedmont <br />council for the Arts for its activities during the 1988-1989 <br />fiscal year, and $1,440 of the amount reserved from such <br />grant is hereby appropriated to Grants Fund expenditure <br />account 11-042-071060 for use by the Virginia Discovery <br />Museum for its activities during the 1988-1989 fiscal year. <br /> <br />APPROPRIATION: $3,963 - FEMA - EMERGENCY RENT AND UTILITY FUNDS <br /> <br /> Mr. O'Connell stated that this appropriation was a <br />federal grant made to the City's Department of Social <br />Services to be used primarily to help with utility payments <br />for clients. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, <br />the ~3,963 appropriation of the-Emergency Rent and Utility <br />Funds was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $60,000 - CTS-UTS TRANSPORTATION STUDY ~ <br /> <br /> Mr. O'Connell stated that the City, Albemarle County <br />and University of Virginia will be hiring a consultant, if <br />the appropriation is approved, to study the transportation <br />services in the community and the feasibility~of a merger of <br />community transportation services and other possible <br />alternatives. Mr. O'Connell stated that the City's share of <br />the cost of the study is $20,000 which has already been <br />approved in the Capital budget. Mr. O'Connell stated that <br />the study would begin in September and should be completed <br />within six months. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />$60,000 appropriation for a CTS-UTS Transportation study was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $10,000 - PEDESTRIAN TRAFFIC SIGNALS - LOCUST AND <br />EAST HIGH STREETS <br /> <br /> <br />
