188 <br /> <br />revealed a 77% commuter rate. <br /> <br /> Mr. Wade Tremblay, owner of Wade Apartments, stated <br />that the previous ordinance limited parking spaces available <br />to apartment residents and questioned whether the proposed <br />ordinance addressed this concern. Mr. Tremblay also <br />recommended that the petition be circulated to property <br />owners instead of residents renting apartments. <br /> <br /> Mr. Gouldman stated that the proposed ordinance would <br />still limit the parking spaces available to apartment <br />residents. <br /> <br /> Rev. Edwards questioned what the rationale had been for <br />limiting available parking spaces to apartment residents to <br />five per multi-family dwelling, and Mr. Hendrix replied that <br />without the limitation apartment resident would take up all <br />of the spaces available for parking. <br /> <br /> Ms. Gwen Gilliam-Turner and Mr. Robert Gilliam-Turner <br />of 509 8th Street requested that Council approve 8th Street <br />as a new permit parking zonet noting that the residents of <br />8th Street have been working for over a year to get permit <br />parking. <br /> <br /> Ms. Freida Epstein of 520 7th Street stated that 7th <br />Street residents also have been waiting for permit parking. <br /> <br /> Ms. Mary Alice Gunter, Co-President of the Venable <br />Neighborhood Association, stated that she has been working <br />with the residents of Preston Court Apartments on obtaining <br />permit parking. Ms. Gunter recommended that the permit <br />parking ordinance be flexible enough to be able to conform <br />to individual neighborhoods. <br /> <br /> Mr. Jon Gulliot of 100 Northwood Circle, stated that he <br />runs a business on the downtown mall and agreed that <br />residents and business parking problems are inseparable and <br />that no new reserved areas should be created without <br />additional commercial spaces being added. <br /> <br /> Mr. Bob Canar of the Foreign Science and Technology <br />Center, stated that creating additional restricted parking <br />zones downtown would just shift the problem to other <br />neighborhoods. <br /> <br /> Ms. Gilliam-Turner stated that no streets beyond 8th <br />Street have been requested to be made permit parking and <br />noted that 8th Street residents have no off-street parking <br />available. <br /> <br /> Mr. Mac Bell of North 1st Street, stated that he felt <br />the petition regarding permit parking should be signed by <br />residents of property rather than the owners of the <br />property. Mr. Bell opposed a moratorium on permit parking <br />in the downtown area. <br /> <br /> As there were no further speakers, the public hearing <br />was closed. <br /> <br /> Mr. Vandever stated that he would not support a <br />moratorium on new permit parking spaces downtown because he <br />felt it would be unfair to the residents, and noted that <br />the number of spaces presently being requested is small. Mr. <br />Vandever requested that staff explore the request by Mr. <br />Tremblay regarding the limitation on the number of parking <br />spaces available to multi-family dwellings. <br /> <br /> Mr. Buck stated that he would support a moratorium on <br />additional permit parking areas downtown and added that the <br />number of parking spaces on North 1st Street, 7th and 8th <br />Streets which would be removed would be in the area of 77 <br /> <br />spaces. <br /> <br /> <br />
