190 <br /> <br />Community Services Board. <br />1991. <br /> <br />This term will expire on June 30, <br /> <br /> On motion by Mr. Buck, Ms. Ursula Palmer was · <br />unanimously reappointed to a three-year term on the <br />Retirement Commission. This term will expire on June 30, <br />1991. <br /> <br />PRESENTATION: TASK FORCE ON RACE RELATIONS AND EMPLOYMENT IN THE <br />PRIVATE SECTOR ~ <br /> <br /> Mr. Ray Klein, Chairman of the Task Force on Race <br />Relations and Employment in the Private Sector, formally <br />presented the Task Force's final report to Council. Mr. <br />Klein stated that the Task Force found that discrimination <br />continues to exist in Charlottesville. Mr. Klein stated <br />that the Task Force has met with the regional director of <br />the Virginia Employment Commission and that the VEC has <br />already taken actions to address concerns raised by the Task <br />Force about the VEC. Mr. Klein stated that the Task Force <br />was also concerned about the educational system as it <br />relates to future employment of minorities. Mr. Klein <br />stated that the Task Force recommendations included the <br />following: 1) a community-wide affirmative action program <br />be adopted; 2) the continuation of the Chamber of Commerce's <br />reach-out program~ and 3) the addition of a pledge for <br />improved race relations on City business license <br />applications. Mr. Klein requested that a work session with <br />City Council, Social Development Commission, Chamber of <br />Commerce, Albemarle County officials, the NAACP and the Task <br />Force be held to finalize the report. <br /> <br /> Mr. Jack Altemus, Regional Director of the Virginia <br />Employment Commission, stated that while he did not believe <br />the VEC has a service problem, he acknowledged that a public <br />relations problem exists which will be addressed by the VEC. <br /> <br /> Mr. Towe noted that follOwing the release of the Task <br />Force report which was critical of the VEC, the VEC took <br />steps to involve top personnel to address the situation. <br /> <br /> Mr. Buck questioned the effectiveness of the large <br />number of people recommended to attend the work session and <br />stressed that he felt government could only be the catalyst <br />for improvements in race relations and that the private <br />sector must take an active role in order to see positive <br />reSults. <br /> <br /> Ms. Waters suggested that the Social Development <br />Commission might advise Council on what should be pursued <br />with regard to the report prior to turning the matter over <br />to the private sector. <br /> <br /> Mr. Vandever stated that he felt a work session could <br />help decide the appropriate vehicle for carrying out the <br />recommendations of the Task Force. <br /> <br /> Mr. Buck recommended that the Mayor meet with a <br />representative from the Albemarle County Board of <br />Supervisors, the Task Force, the Chamber of Commerce, and <br />the Chairman of the Social Development Commission in a <br />smaller group setting prior to meeting with the larger group <br />discussed previously. <br /> <br /> Rev. Edwards stated that he would prefer that the Task <br />Force and the Social Development Commission meet in a work <br />session prior to taking the matter out to the community. <br /> <br /> Ms. Waters stated that she will return to Council with <br />a proposal for the next step with dealing with the report <br />and recommendations of the Task Force. <br /> <br />STAFF REPORT: RELOCATION OF GIRLS' ATTENTION HOME <br /> <br /> <br />
