202 <br /> <br />vertical distance requirements of the bridge. <br /> <br /> Mr. Vandever stated that he was concerned about the <br />closing of Garrett Street and questioned whether the issue <br />should be included in the Committee's charge. <br /> <br /> Mr. Hendrix stated that the issue of closing Garrett <br />Street will be discussed in conjunction with the Urban <br />Design Plan and that the Council may want the Committee to <br />include that at a later date. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, <br />Council approved the charge of the Ridge Street Design <br />Committee as outlined by Mr. Hendrix by the following vote. <br />Ayes: Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. <br />Abstaining: Rev. Edwards. Absent: Mr. Buck. <br /> <br />RESOLUTION: APPROVING EMERGENCY OPERATION PLAN <br /> <br /> Mr. Hendrix stated that Council approval of the <br />Emergency Operation Plan is being requested in response to a <br />federal requirement, noting that the existing Emergency <br />Operation Plan is merely being updated. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />resolution approving the Emergency Operation Plan was <br />unanimously approved by Council. <br /> <br /> WHEREAS, the Charlottesville City Council is concerned <br />with the health, safety and well-being of its citizens and <br />desires the best possible emergency services be available to <br />them; and <br /> <br /> WHEREAS, the Commonwealth of Virginia Emergency Services <br />and Disaster Law of 1973 requires that each city and county <br />develop and maintain an Emergency Operations Plan which <br />addresses its planned response to emergency situations; and <br /> <br /> WHEREAS, such a plan has been developed by the City <br />staff in coordination with the Virginia Department of <br />Emergency Services with input from local agencies; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Charlottesville <br />City Council that on the 19th day of September, 1988, it does <br />hereby officially adopt the City of Charlottesville's <br />Emergency Operations Plan, to include plans and procedures <br />for both peacetime and war-caused disasters. <br /> <br />ORDINANCE: RELATING TO PERMIT PARKING ZONES AND REGULATIONS <br />(2nd reading) <br /> <br /> Mr. Hendrix stated that staff feels that the purpose of <br />permit parking is to benefit R-1 and R-2 neighborhoods and <br />therefore no changes in the ordinance are recommended in <br />response to concerns raised by Mr. Wade Trembly at the <br />previous meeting that apartment building occupants are <br />limited in the number of parking spaces available to them <br />on streets with permit parking <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND <br />REORDAINING ARTICLE III OF CHAPTER 16 OF THE CODE OF THE <br />CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, BY AMENDING <br />SECTIONS 16-56 AND 16-57 AND ADDING SECTIONS 16-56.1, <br />16-56.2, 16-56.3 AND 16-56.4, ALL RELATING TO PERMIT PARKING <br />ZONES AND REGULATIONS," which was offered at the September <br />6th meeting, was approved by the following vote. Ayes: <br />Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: <br />None. Absent: Mr. Buck. <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, <br />the parking permit rules and regulations were unanimously <br />approved by Council. <br /> <br /> <br />
