204 <br /> <br /> Mr. Charles Steen of 1412 Baker Street, questioned <br />whether Council would consider the problem he experiences <br />with a neighbor's rooster as a separate issue since roosters <br />are specifically exempted in the proposed ordinance. <br /> <br /> Mr. Gouldman recommended that the proposed noise <br />ordinance not be considered with the rooster situation, but <br />be considered as a separate matter if Council wishes to <br />reconsider the issue. Mr. Gouldman noted that the previous <br />Council voted down a proposed ordinance which would ban <br />roosters within the City limits. <br /> <br /> Mr. Vandever stated that he would be in favor of <br />Council reexamining the rooster problem again as an issue <br />separate from the noise ordinance. <br /> <br />Rev. Edwards agreed to reconsider the rooster issue. <br /> <br /> Mr. Vandever questioned whether the Class III penalty <br />included in the proposed ordinance was stronger or weaker <br />than the penalty of the previous ordinance. <br /> <br /> Mr. Gouldman replied that the penalty was stronger than <br />contained in the previous ordinance. <br /> <br /> Mr. Vandever requested further information on Class II <br />penalties. <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, the <br />ordinance entitled "AN ORDINANCE REGULATING NOISE CONTROL <br />WITHIN THE CITY OF CHARLOTTESVILLE" was offered and carried <br />over to the next meeting for consideration. <br /> <br />ORDINANCE: RELATING TO OVERTIME PARKING IN PUBLIC PARKING LOTS <br /> <br /> Mr. Gouldman stated that parking tickets have been pre- <br />printed citing a section of the Code which does not include <br />public parking lots and the proposed o~dinance will correct <br />this matter and allow enforcement on both streets and in <br />public parking lots. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 16-35 OF ARTICLE III OF CHAPTER 16 OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO <br />PARKING IN PUBLIC PARKING LOTS" was offered and carried <br />over to the next meeting for consideration. <br /> <br />ORDINANCE: RELATING TO COLLECTION OF UTILITY TAX <br /> <br /> Mr. Hendrix stated that the proposed ordinance will <br />allow collection of utility tax on gas transported by the <br />City. Mr. Hendrix noted that it has only been in the last <br />year that the City has transported gas to customers which was <br />not sold by the City. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />ordinance entitled AN ORDINANCE TO AMEND SECTION 10-48 OF <br />ARTICLE VIII OF CHAPTER 10 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO COLLECTION OF <br />UTILITY TAXES" was offered and carried over to the next <br />meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Waters questioned whether there was any action <br />Council could take to contribute to efforts to reduce crime <br />at Garrett Square. <br /> <br /> <br />
