Ayes: Mr.
Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters.
Noes: None.

ORDINANCE: AUTHORIZING SALE OF CITY PROPERTY ON PRESTON AVENUE

Mr. Hendrix stated that the ordinance would authorize
the sale of property owned by the City at the corner of
Preston Avenue and Forest Street. Mr. Hendrix added that the
deed would contain restrictions for future use of the
property.

On motion by Rev. Edwards, seconded by Mr. Vandever, the
ordinance entitled "AN ORDINANCE TO AUTHORIZE THE SALE TO
PAUL L. PHIPPS~OF PROPERTYLOCATED AT THE CORNER OF PRESTON
AVENUE AND FOREST STREET, IDENTIFIED AS PARCEL "A" ON THE
ATTACHED SKETCH, FOR $15,600.00, AND TO AUTHORIZE THE MAYOR'S
SIGNATURE ON THE DEED OF CONVEYANCE" was offered and carried
over to the next meeting for consideration.

PUBLIC

There were no matters~by the public.

OTHER BUSINESS

Rev. Edwards requested a report from staff on the
possibility of hiring a neighborhood liaison worker and what
the responsibilities of such an employee might be.

Ms. Waters recommended that the issue of a neighborhood
liaison employee be discussed at the Council retreat.

Responding to a question from Mr. Towe, Mr. Hendrix
stated that the City Police Department does not have the
staff to permanently assign an officer to Garrett Square and
the owner of the complex, Mr. Steingold, has been encouraged
to hire private security.

There was a discussion about possible ways to encourage
the Mr. Steingold to hire private security and it
was agreed that Mr. Steingold would be invited to
attend the next Council meeting at which time Council could
consider adopting a resolution encouraging private security
guards at Garrett Square because of the danger to the public
safety. Because Garrett Square receives funds from VHDA, the
possibility of inviting a representative of VHDA to attend
the meeting was also discussed.

On motion by Rev. Edwards, seconded by Mr. Vandever,
Council unanimously voted to meet in executive session to
discuss Lpersonnel matters and disposition of property as
exempted by Section 2.1-344(a)(1) and (2) of the Virginia
Freedom of Information Act.

~r ~~e~i~°ur ne~ ~
P e~dent ._ (~1~ .
