Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. <br />Noes: None. <br /> <br />ORDINANCE: AUTHORIZING SALE OF CITY PROPERTY ON PRESTON AVENUE <br /> <br /> Mr. Hendrix stated that the ordinance would authorize <br />the sale of property owned by the City at the corner of <br />Preston Avenue and Forest Street. Mr. Hendrix added that the <br />deed would contain restrictions for future use of the <br />property. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />ordinance entitled "AN ORDINANCE TO AUTHORIZE THE SALE TO <br />PAUL L. PHIPPS~OF PROPERTYLOCATED AT THE CORNER OF PRESTON <br />AVENUE AND FOREST STREET, IDENTIFIED AS PARCEL "A" ON THE <br />ATTACHED SKETCH, FOR $15,600.00, AND TO AUTHORIZE THE MAYOR'S <br />SIGNATURE ON THE DEED OF CONVEYANCE" was offered and carried <br />over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters~by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Rev. Edwards requested a report from staff on the <br /> possibility of hiring a neighborhood liaison worker and what <br /> the responsibilities of such an employee might be. <br /> <br /> Ms. Waters recommended that the issue of a neighborhood <br />liaison employee be discussed at the Council retreat. <br /> <br /> Responding to a question from Mr. Towe, Mr. Hendrix <br />stated that the City Police Department does not have the <br />staff to permanently assign an officer to Garrett Square and <br />the owner of the complex, Mr. Steingold, has been encouraged <br />to hire private security. <br /> <br /> There was a discussion about possible ways to encourage <br />the Mr. Steingold to hire private security and it <br />was agreed that Mr. Steingold would be invited to <br />attend the next Council meeting at which time Council could <br />consider adopting a resolution encouraging private security <br />guards at Garrett Square because of the danger to the public <br />safety. Because Garrett Square receives funds from VHDA, the <br />possibility of inviting a representative of VHDA to attend <br />the meeting was also discussed. <br /> <br /> On motion by Rev.
