APPROPRIATION: $21~000 - LEGAL FEES FOR MCGUIRE, WOODS, BATTLE AND BOOTHE Mr. Hendrix stated that this appropriation would pay the legal fees for the successful defense of a $200,000 suit against the City by Mr George Little. On motion by Mr. vandever, seconded by Rev. Edwards, the $21,000 appropriation was offered and carried over to the next meeting for consideration. APPROPRIATION: PROGRAM $50,000 - VHDA GRANT FOR RENTAL REHABILITATION Mr. Hendrix stated that this appropriation represented funds from the Virginia Housing and Development Association to provide interest-free loans to property owners for rehabilitation of rental units that meet State and Federal restrictions. Mr. Hendrix stated that the program is administered by the Housing Authority and provides up to $8,500 per unit. On motion by Rev. Edwards, seconded_by Mr. Towe, the $50,000 appropriation was offered and carried over to the next meeting for consideration. Mr. Towe requested that the Council be provided with a report on the number of units rehabilitated and the amount of money spent under this program. RESOLUTION: AUTHORIZING TRANSFER OF $220,000 TO CHARLOTTESVILLE REDEVELOPMENT AND HOUSING AUTHORITY FOR OMNI HOTEL Mr. Hendrix explained that by previous agreement, $220,000~was included in~the~City~'s 1988-89 budget to go toward the debt service for the Omni Hotel, subject to Council approval. Mr. Hendrix stated that the Omni Hotel has had an occupancy rate well ahead of 70%, there has been a 15% increase in room rates~ :and a'7% increase in hotel revenues. Mr. Hendrix stated that the Omni Hotel has generated $400,000 in fees and taxes for the City and has housed 79,000 people in the past year who have spent an estimated $5 million in the'community, an amount derived from guidelines used by the Virginia Department of Tourism. On motion by Mr. Vandever, seconded by Mr. Buck, the resolution authorizing the transfer of $220,000 to the Charlottesville Redevelopment and Housing Authority was unanimously approved by Council. BE IT RESOLVED by the council of the City of Charlottesville, Virginia that the transfer of $220,000 from expenditure account:31-t30~101085 in the Debt Service Fund to the Charlottesville Redevelopment and Housing Authority to fund the Vinegar Hill Urban'Renewal Account is hereby authorized, pursuant to the Credit Loan Agreement dated November 11, 1987 (one of the November 1987 restructuring agreements for the Omni Hotel). RESOLUTION: APPROVING CONTRACTWITH ALBEMARLE COUNTY AND CHAMBER OF COMMERCE RE: VISITORS CENTER Mr. Hendrix stated that the contract includes the following changes: 1) the name would change to the Charlottesville/Albemarle Visitors Center; 2)the Visitors Bureau Board would be.eliminated; 3) the funding formula would be changed to increase the amount paid by the Chamber
