Edwards, seconded by Mr. Towe, the <br />$60,342.04 appropriation was offered and carried over to the <br />next meeting for consideration. <br /> <br />APPROPRIATION: $21~000 - LEGAL FEES FOR MCGUIRE, WOODS, BATTLE <br />AND BOOTHE <br /> <br /> Mr. Hendrix stated that this appropriation would pay the <br />legal fees for the successful defense of a $200,000 suit <br />against the City by Mr George Little. <br /> <br /> On motion by Mr. vandever, seconded by Rev. Edwards, the <br />$21,000 appropriation was offered and carried over to the <br />next meeting for consideration. <br /> <br />APPROPRIATION: <br /> <br />PROGRAM <br /> <br />$50,000 - VHDA GRANT FOR RENTAL REHABILITATION <br /> <br /> Mr. Hendrix stated that this appropriation represented <br />funds from the Virginia Housing and Development Association <br />to provide interest-free loans to property owners for <br />rehabilitation of rental units that meet State and Federal <br />restrictions. Mr. Hendrix stated that the program is <br />administered by the Housing Authority and provides up to <br />$8,500 per unit. <br /> <br /> On motion by Rev. Edwards, seconded_by Mr. Towe, the <br />$50,000 appropriation was offered and carried over to the <br />next meeting for consideration. <br /> <br /> Mr. Towe requested that the Council be provided with a <br />report on the number of units rehabilitated and the amount <br />of money spent under this program. <br /> <br />RESOLUTION: AUTHORIZING TRANSFER OF $220,000 TO CHARLOTTESVILLE <br />REDEVELOPMENT AND HOUSING AUTHORITY FOR OMNI HOTEL <br /> <br /> Mr. Hendrix explained that by previous agreement, <br />$220,000~was included in~the~City~'s 1988-89 budget to go <br />toward the debt service for the Omni Hotel, subject to <br />Council approval. Mr. Hendrix stated that the Omni Hotel has <br />had an occupancy rate well ahead of 70%, there has been a 15% <br />increase in room rates~ :and a'7% increase in hotel revenues. <br />Mr. Hendrix stated that the Omni Hotel has generated $400,000 <br />in fees and taxes for the City and has housed 79,000 people <br />in the past year who have spent an estimated $5 million in <br />the'community, an amount derived from guidelines used by the <br />Virginia Department of Tourism. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Buck, the <br />resolution authorizing the transfer of $220,000 to the <br />Charlottesville Redevelopment and Housing Authority was <br />unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the council of the City of <br />Charlottesville, Virginia that the transfer of $220,000 from <br />expenditure account:31-t30~101085 in the Debt Service Fund to <br />the Charlottesville Redevelopment and Housing Authority to <br />fund the Vinegar Hill Urban'Renewal Account is hereby <br />authorized, pursuant to the Credit Loan Agreement dated <br />November 11, 1987 (one of the November 1987 restructuring <br />agreements for the Omni Hotel). <br /> <br />RESOLUTION: APPROVING CONTRACTWITH ALBEMARLE COUNTY AND CHAMBER <br />OF COMMERCE RE: VISITORS CENTER <br /> <br /> Mr. Hendrix stated that the contract includes the <br /> following changes: 1) the name would change to the <br /> Charlottesville/Albemarle Visitors Center; 2)the Visitors <br /> Bureau Board would be.eliminated; 3) the funding formula <br /> would be changed to increase the amount paid by the Chamber <br /> <br /> <br />
