Noes: None. <br /> <br />ORDINANCE: REZONING 501 LOCUST AVENUE FROM R-2 TO B-1 <br /> <br /> Mr. Huja stated that the Planning Commission recommended <br />approval of the rezoning for the following reasons: I) It is <br />in harmony with the Land Use Plan of the Comprehensive Plan; <br />2) It will not haVe a significant adverse impact on the <br />surrounding area; and 3) It is part of an agreed upon <br />expansion plan for Martha Jefferson Hospital. <br /> <br /> :On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE <br />DISTRICT MAP INCORPORATED IN SECTION 31-4 OF THE ZONING <br />ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br />AS AMENDED, BY THE REZONING OF PROPERTY LOCATED AT 501 LOCUST <br />AVENUE" was offered and carried over to the next meeting for <br />consideration. <br /> <br />ORDINANCE: REGARDING PLACEMENT OF CITY DECALS ON VEHICLES <br /> <br /> Mr. Hendrix stated that due to the difficulty in placing <br />and removing City decals on windshields, it was recommended <br />that the ordinance be changed to allow the decal to be placed <br />on the upper part of the windshield, behind the rear-view <br />mirror. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 10-56 OF ARTICLE X OF CHAPTER 10 OF THE CODE OF THE <br />CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO <br />PLACEMENT OF CITY LICENSE DECALS" was offered and carried <br />over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br /> Ms. Kay Peaslee of 2nd Street, N.W., stated that she was <br /> proud to be a citizen of Charlottesville and proud of the <br /> Council for its adoption of a no-smoking ordinance, its <br /> decision to diVest, its protection of City neighborhoods, and <br /> request for inclusion of grade separate interchanges in the <br /> Department of Transportation study. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Rev.
