226 <br /> <br /> Mr. Towe questioned how many persons would be allowed by <br />right if an apartment was on the property. <br /> <br /> Mr. Huja replied that four apartments would be allowed <br />by right, with four persons allowed in each apartment. Mr. <br />Huja stated that eight to ten parking spaces would be <br />required for an apartment building and twelve for a <br />fraternity. <br /> <br /> Mro Towe moved the resolution and Mr. Buck seconded the <br />motion. <br /> <br /> Mr. Towe stated that he did not think the Owner of the <br />property should be denied the sale of his property and that <br />he would accept the good faith word of the fraternity that <br />they would be good neighbors. Mr. Towe stated that he would <br />have reservations about granting the special permit if more <br />residential buildings Were affected, <br /> <br /> Mr. Vandever stated that he felt this was a matter of <br />the rights of the individual property owner versus the rights <br />of the broader neighborhood. Mr. Vandever stated that he did <br />not think an apartment building would have the same negative <br />impact on the neighborhood as a fraternity would, and that <br />while the fraternity requesting the special permit has a good <br />reputation, there was no guarantee that this fraternity would <br />remain in this location. <br /> <br /> Mr. Buck stated that he would not vote to allow <br />additional sororities or fraternities in the future in the <br />Venable neighborhood due to the adverse impact. <br /> <br /> The resolution granting a special permit to allow 605 <br />Cabell Avenue to be used as a fraternity house was denied by <br />the following vote. Ayes: Mr. Towe. Noes: Mr. Buck, Rev. <br />Edwards, Mr. Vandever, Ms. Waters. <br /> <br />RESOLUTION: SUPPORTING INCLUSION OF GRADE SEPARATION INTERCHANGE <br />AT ROUTE 29/RIO ROAD AND ROUTE 29/HYDRAULIC ROAD IN DEPARTMENT OF <br />TRANSPORTATION STUDY <br /> <br /> Mr. Hendrix stated that the Virginia Department of <br />Transportation has removed consideration of grade separated <br />interchanges at the Route 29/Rio Road and Route 29/Hydraulic <br />Road intersections from their study and it was the <br />recommendation of the Joint Transportation Committee that <br />they remain in the study. <br /> <br /> Mr. Towe asked what design was planned for the <br />interchanges. <br /> <br /> Ms. Waters replied that the design has not been planned <br />and noted that the resolution was not intended as an <br />endorsement of a specific design, but a request that what was <br />included as a part of the CATS study previously approved by <br />Council remain in the study. <br /> <br /> Mr. Vandever stated that the intention of the resolution <br />was to keep the flow of information for the study as broad as <br />possible. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />resolution supporting the inclusion of grade separated <br />interchanges at Route 29/Rio Road and Route 29/Hydraulic Road <br />in the Department of Transportation study was unanimously <br />approved by Council. <br /> <br />ORDINANCE: AUTHORIZING SALE OF CITY PROPERTY ON PRESTON AVENUE <br />(2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AUTHORIZE THE <br />SALE TO PAUL L.
