236 <br /> <br /> Mr. Hendrix stated that this was an additional VHDA <br />Grant which would continue the Rental Rehabilitation Program. <br /> <br /> Responding to a question from Mr. Towe, Mr. Louie <br />Chapman, Assistant City Manager, stated that the demand for <br />the funds has equalled the funding available. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />$50,000 appropriation of the VHDA Grant for the Rental <br />Rehabilitation Program was offered and carried over to the <br />next meeting for consideration. <br /> <br />APPROPRIATION: $59,413 - TRANSPORTATION PLANNING GRANT <br /> <br /> Mr. Hendrix stated that the City was eligible to receive <br />State and Federal funds through the Thomas Jefferso~ Planning <br />District Commission for transpOrtation related studieS. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the grant would fund the fOllowing: 1) socio- <br />economic data collection; 2) study of the effect of traffic <br />in the County on the south side of City on the City and <br />develop overall plan for the area; 3) study of transfer <br />locations for City buses and feasibility of location of new <br />transit terminal; 4) update regional bicycle plan; and 5) <br />administrative fees. <br /> <br /> Ms. Waters questioned whether the downtown circulation <br />plan would have an impact on the studies proposed and Mr. <br />Huja replied that the studies will be begun after the <br />decisions regarding downtown traffic circulation have been <br />made. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />~59,413~appropriation of the Transportation Planning Grant <br />was offered and carried over to the next meeting fOr <br />consideration. <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT TO ALLOW ASSEMBLY OPERATION <br />ON WEST STREET SIDE OF OLD MONTICELLO DAIRY COMPLEX <br /> <br /> Mr. Huja stated that in addition to the legal <br />notification and public hearing requirements of a special <br />permit request, the applicant has met with the adjacent <br />neighbors to discuss the proposed use of the property~ Mr. <br />Huja stated that the Planning Commission recommended approval <br />of the special permit for the following reasons: 1) It is in <br />harmony with the Land Use Plan of the Comprehensive Plan; <br />2) It will not have a significant adverse impact on the <br />surrounding properties and neighborhood, if conditions are <br />met; and 3) The proposed use is compatible to the area in <br />that such assembly operations are relatively clean and quiet. <br />Mr. Huja added that noise and dust concerns have been <br />addressed by the applicant to the satisfaction of the <br />Planning Commission. <br /> <br /> Rev. Edwards stated that he would like to hear from the <br />neighborhood association with regard to the special permit <br />request and questioned the amount of truck traffic the <br />assembly operation would generate. <br /> <br /> Mr. Jon Fink, applicant, replied that it was only <br />anticipated that there would only be three or four trucks per <br />week and a daily UPS truCk. <br /> <br /> Responding to a question from Mr. Buck, Mr. Greg Baldwin, <br />realtor for the Monticello Dairy property, stated that <br />Shenandoah Pride, Casco Ice and the Battery Store all are <br />located in the Monticello Dairy complex by right. <br /> <br /> Responding to a question from Rev. Edwards, Mr. Baldwin <br />stated that while no letter of endorsement from the <br />neighborhood association has been received, the neighbors <br /> <br /> <br />
