Edwards. <br /> <br /> WHEREAS, Greg Baldwin, agent for the owners, H & W <br /> Land Trust II, has requested a special permit to allow use <br /> of up to 10,000 square feet of the old Monticello Dairy <br /> building on 10th Street, N.W. for a stereo speaker assembly <br />~operation, such property being further identified on City <br /> Real Property Tax Map ~31 as a portion of parcel 60, having <br /> 420 feet of frontage on West Street, 400 feet of frontage on <br /> 10th Street, N.W., 460 feet of frontage on Preston Avenue and <br /> containing approximately 209,309 square feet of land, or 4.81 <br /> acres; <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning commission, duly advertised and held <br />on November 9, 1988, this~Council finds that such use will <br />conform to the criteria applicable to special permits <br />generally under Chapter 31 of the City Code; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the special permit is hereby <br />granted to H & W Land Trust II to allow use of up to 10,000 <br />square feet of the building located on 10th Street, N.W., <br />previously the Monticello Dairy building, for a stereo <br />speaker assembly operation, pursuant to City Code section <br />31-93 (i). <br /> <br /> This special permit is subject to the following <br />conditions: <br /> <br /> 1. Administrative approval of the site plan amendment. <br /> 2. Repair and/or replacement of screening materials on <br />the fences. <br /> 3. Repair of all paved areas for parking and access. <br /> 4., Replacement of the garage door entering this section <br />of the complex on West 'Street with a wall or office front. <br />5. Completion of the amended site plan for the complex. <br />6. Use of this portion of the building shall be <br />restricted to fabricating precut wood end panels for audio <br />cabinets and for assembly with the audio components into <br />finished stereo speakers. <br /> 7. Use of this portion of the building pursuant to this <br />special permit shall be limited to the hours between 7:00 <br />a.m. and 7:00 p.m. <br /> 8. Neither dust nor odors created by this special use <br />shall cross the perimeter property line of the property on <br />which the use is conducted. ~ <br /> 9. Noise created by this special use shall not have an <br />unreasonably adverse effect on the occupants of neighboring <br />properties. <br /> <br />RESOLUTION: AUTHORIZING MAYOR TO SIGN EASEMENT NEAR 524 E. MAIN ST. <br /> <br /> Mr. Hendrix stated that a request had been received to <br />allow steps to a building at 524 E. Main Street to encroach <br />on City property located on the north end of the City parking <br />lot at 5th Street, S.E. Mr. Hendrix stated that staff had no <br />objection to granting the request. <br /> <br /> On motion by Rev.
